About the position

Celestar Corporation is seeking a proactive, dynamic individual and team player with excellent organizational skills, accustomed to handling multiple tasks, and with marked attention to detail. The primary work location is the Celestar HQ in Tampa, FL. The successful candidate will be responsible for analyzing and identifying potential business development opportunities, assisting in lead generation efforts, and supporting industry and government engagements for business opportunities. This role will also involve supporting agency and technical research to validate and develop opportunities, as well as contributing to the development of solutions for these opportunities. The Business Development Operations Analyst will act as a technical writer to support proposal development and will work in partnership with the Celestar Business Development and Proposal Manager to develop and implement detailed capture strategies and tactics. The analyst will support the development of responses for data calls, RFI, or sources sought information requests as appropriate and will participate in business development strategy sessions. Additionally, the role requires collecting and documenting intelligence about customers, procurement, competition, and pricing. The analyst will also support temporary vacancies for Tampa-based customers (SOCOM/CENTCOM), working in a SCIF environment. This position requires a graduate-level degree (MA/MS) and a minimum of 15 years of experience in the Intelligence Community (IC) supporting combatant and functional commands, intelligence centers, and federal agencies and departments. An active Top Secret Clearance with SCI eligibility is mandatory, along with in-depth knowledge of the Unified Command structure, joint doctrine, and joint policies. The candidate must possess strong research skills to analyze government customer requirements and conduct competitive analysis across the industry. The role demands prioritizing, time management, and organizational skills, with a detail-oriented and deadline-driven approach, capable of working autonomously and remotely.

Responsibilities

  • Analyze and identify potential Business Development opportunities.
  • Assist in lead generation efforts for Business Development.
  • Support industry/Government engagements for business opportunities.
  • Support agency and technical research to support opportunity validation and development.
  • Support opportunity solution development.
  • Act as a technical writer to support proposal development.

Requirements

  • Graduate-level degree (MA/MS).
  • Minimum 15 years of experience in the Intelligence Community (IC) supporting combatant and functional commands, intelligence centers, and federal agencies and departments.
  • Accredited IC training on intelligence fundamentals.
  • An ACTIVE Top Secret Clearance with SCI Eligibility is required.
  • In-depth knowledge of the Unified Command structure, joint doctrine, and joint policies.
  • Working knowledge of processes and procedures for using Business Development and Capture planning for Federal Government contracting.
  • Ability to research Government customer requirements, past proposals, and conduct competitive analysis across the industry.
  • Prioritizing, time management, and organizational skills.
  • Detail-oriented and deadline-driven, able to work autonomously and remotely.
  • 10 years' All-Source intelligence experience in IC or DoD including writing and briefing for senior IC/DoD customers.
  • 5 years' experience working in a multi-skilled team environment collaborating on the production of all-source intelligence analysis.
  • 1 year experience using ArcGIS.
  • 10 years' experience utilizing all-source Intelligence Community tools and applications (Trident, TAC, etc. as examples).
  • Must have valid US Passport.
