The Business Opportunity and Workforce Development (BOWD) Program for NCDOT is in the Office of Civil Rights (OCR). The Unit administers the Disadvantage Business Enterprise (DBESS), Small Professional Services Firms (SPSF), and Small Business Enterprise (SBE) Supportive Services Programs by providing training, education, and technical assistance to increase the number of certified firms active on federal and state highway construction projects, and to facilitate the firms' development into economically viable, self-sufficient organizations capable of competing for, and performing more competitively on federally funded and state-funded projects. The SBE/SPSF supportive services program is a comprehensive multimodal program, supported by state dollars. The Business Development Program Specialist reports directly to the Small Business Manager and is responsible for planning short- and long-term goals, setting overall work priorities, and assisting with the management of day-to-day activities to ensure appropriate supportive services are timely and efficiently delivered to certified firms.
