About the position

The Business Manager (Financial) position at the Tarrant County Sheriff's Office is a critical role responsible for overseeing all financial operations within the department. This includes the preparation and management of the Sheriff's Office budget, the approval or denial of requisitions, and the management of the Sheriff's Trust Fund as well as forfeited funds. The individual in this role will be tasked with developing, preparing, and submitting budget requests for the Sheriff's Office, ensuring that all financial activities align with departmental goals and legal requirements. In addition to budget management, the Business Manager will review and approve or deny requested expenditures, ensuring that all financial transactions are justified and documented. A significant aspect of this role involves managing and reviewing the processing of departmental forfeitures, which includes tracking the progress of forfeiture cases, executing court orders related to the disposition of forfeited items and funds, and reporting these activities to state and federal agencies. The position also requires supervising staff within the division, evaluating personnel performance, and preparing various analytical reports and studies that utilize expertise in financial and budgetary areas. The Business Manager will conduct periodic audits of key financial operations to ensure compliance and accuracy. They will also manage the operation of the Sheriff's Trust Fund, which includes tracking funds paid, monitoring bond statuses, transferring bonds to the appropriate court clerk, and reconciling funds. Furthermore, the individual will assist in reviewing and evaluating operational and financial plans submitted by various divisions within the Sheriff's Office, which may include proposed cost increases, new initiatives, and capital expenditures. The role requires the preparation and publication of budget reports for senior staff during the budget preparation process and after budget adoption, as well as managing the distribution of forfeited funds in compliance with federal asset forfeiture distribution guidelines. The Business Manager will perform all other duties as assigned, contributing to the overall financial health and operational efficiency of the Sheriff's Office.

Responsibilities

  • Develops, prepares and submits Sheriff's Office budget requests.
  • Reviews, approves or denies requested expenditures.
  • Manages and reviews departmental forfeiture processing.

  • Manages and distributes forfeited funds through the HIDTA RISC unit.

Requirements

  • Bachelor's degree required, Master's degree preferred.
  • Minimum of five (5) years related business, governmental, or public accounting experience.
  • Two (2) years supervisory experience.
  • Certified Public Accountant preferred.
  • Advanced knowledge and experience in government or law enforcement budgeting preferred.
  • Excellent verbal and written communication and presentation skills.
  • Excellent mathematical and analytical skills.
  • Proficiency with spreadsheet and word processing software.
  • Experience with SAP software preferred.
  • Experience with criminal forfeiture processes and accounting for forfeited funds preferred.
