About the position

The Business Operations Manager 2 at the Oregon Health Authority is responsible for managing operational processes, large-scale projects, and process improvement initiatives within the division. This role involves overseeing staffing resources, workforce strategy, and grants management, while ensuring business continuity and risk management. A key focus of this position is to enhance equity in hiring practices and lead projects aimed at eliminating health inequities as part of the OHA 2030 goals.

Responsibilities

  • Manage operational processes for the division.
  • Oversee large scale projects and process improvement initiatives.
  • Build and maintain the project improvement portfolio for operational processes.
  • Direct the team implementing and managing staffing resources and workforce strategy.
  • Manage the grants management function for the division.
  • Ensure business continuity of operations and manage risk deliverables.
  • Partner with outside entities to improve equity in hiring practices.
  • Lead equity-based projects to achieve OHA 2030 goals.

Requirements

  • Bachelor's degree in Business Administration, Management, Public Administration, or a closely related field and three years of professional level experience, or six years of supervision and management experience.
  • Demonstrated ability in developing strategies for effective execution of operational processes.
  • Experience in providing direction and oversight of operations coordinators and managers.
  • Skill in developing consistent and standard operating procedures.
  • Extensive experience in cross-organizational collaboration to develop systems and tools.
  • Proficient in overseeing recruitment, hiring, staffing, and onboarding processes.
  • Ability to collaborate with division leaders to manage workforce strategy.
  • Experience in maintaining equitable hiring processes and supporting tools.
  • Skill in managing operations coordination staff in onboarding new employees.
  • Proven experience in maintaining the division's continuity of operations plan.
