About the position

The Idaho Transportation Department (ITD) is seeking a dedicated and skilled Business Operations Manager (BOM) to join their team at the District 1 office in Coeur d'Alene, Idaho. This position plays a crucial role in overseeing the budgeting, accounting, and procurement activities within the Division of Highways. The successful candidate will be a key member of the management team, demonstrating exceptional communication skills and a team-player mentality. The BOM will supervise staff responsible for accounts payable/receivables and procurement/supply, ensuring adherence to established policies and procedures. Building and maintaining effective relationships with both internal and external stakeholders is essential for success in this role. In addition to financial oversight, the BOM will be responsible for planning, organizing, and directing administrative units to support operations. This includes managing daily financial transactions, hiring, training, and supervising direct staff, and overseeing operational support functions for facilities. The BOM will set goals and objectives, establish procedures, and influence others to achieve the organizational unit's goals. Furthermore, the role involves forecasting, developing, and monitoring budgets, analyzing business operational results, and providing recommendations for improvement. The incumbent will also ensure compliance with laws, policies, and procedures across various functions, including personnel, purchasing, and accounting. The Business Operations Manager will serve on the Statewide BOM team, contributing to the oversight of duties, budgets, and policies while supporting a safe, secure, and respectful workplace environment. This position requires a background investigation prior to a final job offer, emphasizing the importance of integrity and trustworthiness in this role. The BOM will also aid and provide support for Executive Leadership Team (ELT) and Board visits, District employee meetings, and legislative outreach, among other responsibilities.

Responsibilities

  • Oversee the day-to-day financial operations of the Division of Highways.
  • Plan, organize, and direct administrative units to support operations.
  • Manage daily financial and associated transactions.
  • Manage hiring, training, supervision, and appraisals of direct staff.
  • Manage operation support functions for facilities.
  • Set goals and objectives, establish procedures, and influence others to attain the goals of the organizational unit.
  • Forecast, develop, and monitor budgets.
  • Analyze business operational results and provide recommendations for improvement.
  • Ensure organizational compliance with laws, policies, and procedures for various functions such as personnel, purchasing, and accounting.
  • Mediate and negotiate conflicts or agreements between internal and external organizations or individuals.
  • Aid and provide support for Executive Leadership Team (ELT) and Board visits, District employee meetings, and legislative outreach.

Requirements

  • Good knowledge of management practices.
  • Experience developing a budget and preparing financial reports.
  • Experience interpreting and implementing policies, laws, rules, or regulations.
  • Experience developing operating policies and procedures.
  • Experience supervising staff.
