About the position

The Business Operations Manager (BOM) at CeLeen will support the USAID Office of Transition Initiatives (OTI) by overseeing various operational areas including human resources, pay and benefits, performance management, contracting, field operations, and recruitment. The BOM will lead project-based efforts to enhance operational efficiency and deliver minimally viable products (MVPs) using agile methodologies. This role requires strong analytical skills, the ability to interpret federal rules, and experience in international development, with a focus on process improvement and stakeholder engagement.

Responsibilities

  • Document and map current business processes related to HR, pay and benefits, recruitment, contracting, and performance management.
  • Conduct gap analysis and root cause analysis to identify inefficiencies and propose recommendations for process improvements.
  • Regularly review and update process documentation to ensure accuracy and relevance.
  • Develop and propose process changes to streamline operations and enhance user experiences.
  • Collaborate with cross-functional teams to ensure smooth execution of proposed optimizations.
  • Create visual depictions of complex data sets to support decision-making and improve business processes.
  • Revise and update business guidance, policies, and procedures to ensure user-friendliness and clarity.
  • Oversee the updating of internal and external websites to reflect process improvements and enhance user accessibility.
  • Engage with key stakeholders to gather insights and validate proposed changes.
  • Lead or contribute to workshops, meetings, and training sessions related to business process improvements.

Requirements

  • Bachelor's degree.
  • Ability to obtain and maintain a Secret Clearance.
  • 5+ years of experience documenting business processes and supporting knowledge management.
  • Familiarity with HR, recruitment, pay and benefits, performance management, or contracting.
  • Experience in international development or understanding of international affairs.
  • Strong analytical and problem-solving skills, with the ability to apply frameworks such as gap analysis and human-centered design.
  • Proficiency in creating visual data representations, including dashboards and flowcharts.
  • Ability to manage multiple projects simultaneously and collaborate effectively with cross-functional teams.
  • Proactive mindset with a drive to continuously improve business processes and operations.
  • Outstanding communication skills and client focus.
  • Professional proficiency in English.

Nice-to-haves

  • Current, active Secret security clearance.
  • Demonstrated proficiency in Google Suite applications.
  • Bachelor's degree in a relevant field (e.g., business, international affairs).
  • Experience in international development or humanitarian aid.
  • Experience with website updates and user-focused content creation.
  • Ability to work in a fast-paced, dynamic environment with clear timelines for delivery.
  • Previous USAID experience.
