About the position

Elite Technical is seeking a motivated Business Operations Specialist to join a large-scale team to support and deliver project management and acquisition support for the Department of the Air Force (DAF). The Business Operations Specialist will provide focused expertise to institute, refine, mature, and/or correct business operations practices. This position is 100% onsite in Washington DC, and our client is looking to onboard as a direct hire from day one. In this role, the Business Operations Specialist will be responsible for assessing and determining best practices for systems, technologies, policy, and governance where products, services, and programs intersect. The specialist will serve as the top evaluator and assessor for associated projects, able to enact improvements based on experiential knowledge, while acting as the foremost experienced advisor between the Contractor's Project Manager and the Government. The specialist will create a plan for engagement and collaboration to identify strategic needs across the defense enterprise, including all functional areas. They will analyze and develop long-term plans pertaining to strategy, modernization, force structure composition and disposition, doctrine, policy, and programming activities. Collaboration with the CDM will be essential to create Measures of Performance (MOPs), Measures of Effectiveness (MOEs), and decision matrices and frameworks. The specialist will also construct and maintain logs and databases that allow for tracking and recording of events within strategic efforts and programs for the purpose of end-of-year analyses and performance report preparation. Additionally, the specialist will analyze annual congressional authorizations and appropriations to determine potential strategic impacts to planned and ongoing CDM activities, and develop a Congressional tracker to account for CDM's historical appropriated budgets. Organizational process development, requirements planning, and programming support will be provided with knowledge of various United States Government (USG) customers. The specialist will also provide expertise in DAF and Office of the Secretary of Defense (OSD) processes, organization development, deliberate planning, programming, and strategy, supporting the development of engagement plans to effect resourcing support from CDM stakeholders and customers.

Responsibilities

  • Analyzing and developing long-term plans pertaining to strategy, modernization, force structure composition and disposition, doctrine, policy, and programming activities.
  • Collaborating with CDM to create Measures of Performance (MOPs), Measures of Effectiveness (MOEs), and decision matrices and frameworks.
  • Constructing and maintaining logs and databases for tracking and recording events within strategic efforts and programs.
  • Analyzing annual congressional authorizations and appropriations to determine potential strategic impacts to planned and ongoing CDM activities.
  • Providing expertise in DAF and OSD processes, organization development, deliberate planning, programming, and strategy.

Requirements

  • Must be US Citizen due to government clearance.
  • Active TS/SCI Clearance.
  • Bachelor's Degree with five (5) or more years of related experience.
  • Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification and a minimum of seven (7) years of DoD experience in management of a requirement of similar size, scope, and complexity.
  • Minimum of four (4) years of experience working with DoD is desired.
  • Ability to develop strategic sourcing strategies, evaluate vendor performance, and negotiate contracts to achieve cost savings and operational efficiencies.
  • Knowledge of government property regulations and processes related to tracking, maintenance, and disposal of government-owned assets within the DoD.
