About the position

The position involves collaborating with the Government to assess current operations and business processes by examining the organization's mission, strategic goals, and customer needs. This assessment begins at the strategic level and progresses through the stakeholder organization. The role requires facilitating Business Process Reengineering (BPR) efforts and engaging with stakeholder organizations to fully define the processes, business rules, and relationships that drive operations. A key responsibility is to draft Standard Operating Procedures (SOP) across multiple organizations throughout the Government enterprise, assisting in establishing standards for information systems procedures. Additionally, the position involves the development and application of organization-wide information models for use in designing and building integrated systems. Participation with the Integrated Product Team (IPT) and other stakeholders is essential to establish tradeoff criteria, conduct process gap analysis, and document potential solutions that maximize the use of existing Commercial Off-The-Shelf (COTS) tool functionality. The role also includes documenting data modeling requirements that encompass all system data generated internally and externally from various legacy Source Systems of Record (SSOR). The candidate will draft a capability delivery roadmap that defines the functionality details and sequence from the Initial Operating Capability (IOC) to Final Operating Capability (FOC), including business cycles, system blackouts, and technology constraints. Responsibilities also include documenting configuration requirements, business rules, functional and system requirements, and applying activity data modeling, transaction flow analysis, and internal control and risk analysis. The position requires leveraging industry best practices to plan, organize, and guide complex programs using COTS tools. Additional duties may involve activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements. The candidate will provide group facilitation, interviewing, training, and additional forms of knowledge transfer, acting as a key coordinator between multiple project teams to ensure enterprise-wide integration of reengineering efforts.
