About the position

The Business System Analyst plays a crucial role in analyzing, designing, and implementing application systems to support the County's business processes. This position involves overseeing the daily functioning of assigned systems, serving as a project leader, and acting as a liaison between user departments and IT or software vendors. The analyst is responsible for providing training to end-users and ensuring that systems meet the needs of various departments, including Finance, HR/Payroll, and Public Safety.

Responsibilities

  • Lead the Project Initiation Process through client analysis and project evaluation.
  • Coordinate project preparation of reports by gathering and analyzing data from project leads.
  • Troubleshoot issues and find resolutions for end-users.
  • Provide solution coordination for document/content management.
  • Analyze and document user business processes and applications.
  • Serve as project technical and functional lead for assigned systems.
  • Plan and coordinate implementation of new systems and changes to existing systems.
  • Prepare project plans, schedules, and task lists, including milestones and review points.
  • Conduct analysis, high-level design, and testing for system upgrades and enhancements.
  • Provide training and documentation on new or enhanced application functions.
  • Establish expected outcomes and oversee testing of application system changes.
  • Facilitate departmental and cross-departmental planning and procedure teams.
  • Stay updated on modern analysis and application system troubleshooting methods.
  • Collaborate with IT staff to solve application system functional issues.
  • Participate in IT planning activities for procurement and technical standards.

Requirements

  • Bachelor's degree in business process analysis, application system design, or related field, or equivalent experience.
  • Experience in application systems analysis and high-level design.
  • Project team leadership and vendor software implementation experience.
  • Experience in business process analysis, software testing, and user training.

Nice-to-haves

  • Experience with business processes such as Real Estate Valuation, Tax Billing, and Government Accounting.
