About the position

The Business Systems Analyst 1/Trainee position at the Department of Environmental Conservation focuses on managing and improving business systems within the Division of Operations' Bureau of Maintenance & Technical Services. The role involves monitoring and enhancing the Maintenance Management System (MMS), developing business rules, and providing support across various phases of the system development life cycle. The analyst will also generate reports, assist with data needs for environmental tasks, and may perform supervisory duties.

Responsibilities

  • Manage the Maintenance Management System (MMS) including policy monitoring, procedure development, and routine data entry coordination.
  • Develop and maintain business rules to meet organizational requirements.
  • Provide subject matter expertise throughout the system development life cycle.
  • Define system requirements for changes and enhancements to business systems.
  • Create training materials related to business systems changes for users.
  • Generate reports using Microsoft Access and other report writing software.
  • Support data needs for various Department tasks, including environmental audits and reporting.
  • Utilize GIS data coverage for Division Facilities in conjunction with MMS data.
  • Analyze the impact of rule changes and troubleshoot system problems.
  • Work with users to prioritize requirements and contribute to higher-level analysis for new systems.
  • Perform statewide on-site visits for infrastructure inventories, requiring negotiation of difficult terrain.

Requirements

  • A bachelor's degree is required.
  • For Trainee 2 level, one year of professional business analysis experience is needed.
  • For Business Systems Analyst 1, two years of professional business analysis experience is required.
  • Experience in eliciting requirements using business analysis techniques.
  • Ability to document system, process, or product service requirements comprehensively.
  • Experience in validating and verifying requirements throughout the system development life cycle.

Nice-to-haves

  • Experience with Microsoft Access databases and Visual Basic Modules.
  • Strong communication skills and a commitment to customer service.
