The Business Systems Analyst III (BSA 3) position is an advanced and lead level role within the Metropolitan Council's System Safety Department. This position is crucial for bridging the gap between business planning and information technology systems, specifically focusing on analyzing and translating the Safety Department's business requirements into effective system use. The BSA 3 will possess a comprehensive understanding of enterprise-wide application systems or operational-critical systems, leading projects of moderate complexity that significantly impact the Council's operations. This role requires a high degree of independent judgment and responsibility, allowing the incumbent to perform complex modifications and configurations within the system. The BSA III is expected to play a significant role in system analysis, problem identification, and the recommendation and implementation of solutions to high-level management. Additionally, the BSA III will lead organization-wide teams on system implementation projects and champion business process improvements. Examples of systems utilized include iDash, People Soft Financials, People Soft HRMS, TXbase, Origami Risk Management, HASTUS, Synergen, and the Regional Fare Collection System. In this role, the BSA 3 will serve as a resource to professional and technical staff, acting as a liaison between department end-users, technical analysts, information technology analysts, and vendors. Responsibilities include analyzing, designing, configuring, testing, and maintaining systems to ensure optimal performance. The BSA 3 will assist in defining project scope, objectives, deliverables, and critical target dates, while also developing and implementing plans for testing business and functional processes during system development and quality assurance testing. The position requires research into best practice models for business processes and administrative systems, ensuring that the BSA 3 remains informed about system customer requirements and feasibility. Furthermore, the BSA 3 will develop training curricula and conduct formal training sessions for assigned customers, acting as a project leader by coordinating the activities of other staff involved in system analysis, evaluation, design, and installation. Other related duties may also be assigned as necessary.
