About the position

The Business Systems and Intelligence (BSI) Branch Manager role is a pivotal position within the North Carolina Division of Public Health (DPH), aimed at ensuring that the BSI Branch aligns with the strategic goals of the State Center for Health Statistics (SCHS) and the DPH. This role encompasses a variety of responsibilities, including the management of staff performance, execution of strategic plans, and the oversight of data systems and integrations that impact public health metrics. The BSI Branch Manager will be responsible for leading day-to-day operations, ensuring project timelines are met, and implementing transformational tasks that enhance the efficiency and effectiveness of public health data systems. The ideal candidate will possess strong leadership and interpersonal skills, along with a robust technological background that includes experience in systems and applications, project management, and the ability to coordinate the work of others. This position requires solid organizational and analytical abilities, enabling the manager to lead projects and make informed decisions that drive operational excellence. The BSI Branch Manager will also be tasked with fostering collaboration across various divisions and agencies, ensuring that public health services are effectively delivered across North Carolina. In this dynamic role, the BSI Branch Manager will engage with local, state, federal, and non-profit agencies to coordinate health data initiatives, represent the DPH in professional public health organizations, and provide guidance on the implementation of public health services through local health departments. The responsibilities of this position may evolve as public health priorities change, requiring adaptability and a proactive approach to leadership and management.

Responsibilities

  • Manage the performance of BSI staff and Branch key performance indicators (KPIs), and execute tasks associated with the SCHS strategic plan
  • Execute and update the roadmap for the North Carolina Database Application for Vital Events (NCDAVE)
  • Incessantly scrutinize current operations for time and resources improvement
  • Address gaps hindering operational excellence and suggest technological solutions for implementation
  • Problem solve for emergent or chronic issues associated with our systems and staff's navigation of the same
  • Leverage data security best practices and oversee user identity management and systems access control
  • Oversee release management lifecycles
  • Analyze existing processes for optimization
  • Leverage data engineering principles to reduce operational complexity
  • Reduce technical debt
  • Shift staff time and effort to address operational needs
  • Monitor BSI metrics to ensure internal service level agreements (SLAs) are maintained
  • Lead integration and collaboration meetings as SCHS's technological strategy expert
  • Track ticket workflow and develop creative solutions to optimize work
  • Lead the change control board (CCB) meetings and process
  • Respond to real-time production issues and shepherd the process of reporting and tracking issues through our vendor provided project management software (Jira)
  • Ensure coordination between project timelines and resources to achieve project goals in a timely fashion
  • Foster cross-sectional and cross-divisional collaboration
  • Maintain an open and trusting environment for on-going collaboration and continuous improvement
  • Make presentations to section, division, and departmental leadership and registration partners
  • Coordinate with local, state, federal, and non-profit agencies regarding health data
  • Work with national, regional, and local professional public health organizations, and represent and speak on behalf of the Division of Public Health
  • Furnish guidance on the implementation of public health services delivered locally through 84 local health departments covering 100 counties and numerous other community agencies and organizations

Requirements

  • Possess strong leadership and interpersonal skills with the ability to manage, direct, lead and coordinate the work of others
  • Possess solid organizational and analytical abilities that allow for project leadership and decision-making
  • Knowledge of local/state health and human services or public health systems
  • Possess excellent oral and written communication skills to describe and establish direction and achieve desired outcomes
  • Past experience with marked success in process reengineering/improvement
  • Past experience managing/supervising a technology team
  • Extensive experience with Office 365 and the suite of Microsoft products (Microsoft Power Platform experience preferred)
  • Experience with Customer Relationship Management (CRM) systems
  • The ability to effectively interact, build, and maintain relations with external and internal stakeholders and constituents, DHHS executives/management, the Governor's Office, and a variety of federal agencies
