About the position

The Business Systems / Data & Systems Analysts position at Compass is designed for individuals with a strong background in business analysis, project management, and data integration, particularly within Agile IT teams. The role is crucial for enhancing the OHA Data Environment (ODE) and ensuring that behavioral health data is effectively managed and utilized. The successful candidate will take on one of two key roles: Interoperability Business Systems Analyst or Data & Systems Project Analyst. As an Interoperability Business Systems Analyst, your primary responsibility will be to lead the improvement of the ODE. This involves managing business systems analysis, coordinating technical projects, planning systems integration, and validating requirements. You will play a vital role in ensuring that the ODE integrates and connects data across various systems to meet reporting needs. A significant aspect of your job will be to communicate the purpose and features of the ODE to agency staff, promoting its use and effectiveness. Additionally, you will be tasked with identifying and addressing health inequities as part of ongoing legislative efforts. In the role of Data & Systems Project Analyst, you will focus on determining the necessary systems and processes across OHA and its partners to ensure the smooth operation of Behavioral Health programs. This includes managing new IT projects and leading initiatives to enhance the accuracy of behavioral health systems and data. You will act as a liaison within OHA, identifying gaps, analyzing problems, and improving business processes to address data system needs. Your work will also contribute to addressing health inequities in alignment with new and ongoing legislative efforts.

Responsibilities

  • Lead and improve the OHA Data Environment (ODE).
  • Manage business systems analysis and coordinate technical projects.
  • Plan systems integration and validate requirements.
  • Explain the ODE's purpose and features to agency staff to encourage its use.
  • Identify and address health inequities as part of ongoing legislative efforts.
  • Determine necessary systems and processes for Behavioral Health programs.
  • Manage new IT projects and lead efforts to improve behavioral health systems and data accuracy.
  • Act as a liaison within OHA to spot gaps and analyze problems.
  • Improve business processes and address data system needs.

Requirements

  • A combination of experience and education equivalent to seven years of professional-level evaluative, analytical, and planning work.
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field is preferred.
  • Experience in IT systems and business analysis, including creating detailed business requirements and assessing current systems.
  • Experience in managing projects, including handling multiple timelines, contracts, plans, and deliverables effectively.
  • Knowledge of project management practices, including PMBOK and PMI standards, and familiarity with Azure DevOps and Agile methods.
  • Understanding of data management best practices, including reviewing requirements and system testing.
  • Knowledge of Oregon's Behavioral Health System and the relational landscape of key partners and community-based organizations.
  • Understanding of the full continuum of behavioral health care, including mental health and substance use disorders.
