About the position

The Buyer plays a crucial role in the procurement process for the City of Mesquite, assisting in the timely bidding of contracts and evaluating bid responses. This position provides administrative support to the Purchasing division, ensuring efficient public service and effective communication with various stakeholders. The Buyer is responsible for managing contracts, answering inquiries, and maintaining records, contributing to the overall efficiency of city operations.

Responsibilities

  • Assist in the procurement process of all bids and coordinate timely bidding of City contracts.
  • Evaluate bid responses for adherence to specifications and provide preliminary recommendations for award.
  • Provide administrative support to the Purchasing division and assist in the purchase of supplies, services, and materials for city departments.
  • Conduct training on purchasing policies and procedures for city personnel and the general public.
  • Assist the Purchasing Manager in composing, reviewing, and verifying various documents including bid specifications and addenda.
  • Maintain and monitor the status of annual contracts and assist in their administration.
  • Answer questions and provide information regarding bid notices, specifications, and awards to the public and vendors.
  • Prepare and maintain various files and records, ensuring accurate information is available.
  • Assist departments with entering Purchase Requisitions into the Munis system and resolving system-related questions.
  • Manage annual uniform contracts and copier contracts, including processing orders and scheduling maintenance.
  • Oversee the transportation pool, issue vehicles, and monitor repairs and maintenance schedules.
  • Assist new vendors with registration processes and answer their inquiries regarding city procurement.
  • Monitor Purchase Orders from inception to delivery of goods and services.
  • Assist in the preparation of annual budgets and performance measurements for specific departments.

Requirements

  • Associates degree or higher in Business Administration, Procurement, Accounting Finance, Public Administration or related field.
  • Two years of progressively responsible procurement experience or related field.
  • Two years of experience working with Excel, Word, PowerPoint, and Outlook.
