About the position

Under administrative direction of the Executive Director, the Chief Counsel for First 5 California (F5CA) will perform in the capacity of legal counsel and advisor. The incumbent will carry out high level legal services to assist the Commission and the Executive Director on legal issues, including the more complex, as they affect the overall policies of F5CA with a high degree of independence. The incumbent will also supervise a team to ensure that the overall operations of the organization run within the parameters of the statutory authority of the Commission and other state regulations. This position is Hybrid and eligible for telework up to four days a week and required to report to the office once a week or as needed/required in accordance with F5CA's Telework Policy. The successful candidate must reside in California upon appointment. This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment.

Responsibilities

  • Perform high level legal services to assist the Commission and the Executive Director on legal issues.
  • Supervise a team to ensure operations run within statutory authority and state regulations.
  • Advise on complex legal matters affecting overall policies of F5CA.

Requirements

  • Experience handling complex civil, criminal or administrative litigation.
  • Experience in advising staff of the Political Reform Act.
  • Experience in policy development as a member of a management team.
  • Experience analyzing legal principles and applying them to complex problems.
  • Experience presenting statements of fact, law, and argument clearly in written and oral form.
  • Experience supervising a team and supporting professional development.
