About the position

The Infrastructure and Operations Delivery Lead at the Texas Department of Transportation is responsible for advanced computer systems analysis work related to the Shared Technology Services (STS) program. This role focuses on exceptional customer support and relationship management, directing planning, budgeting, and analysis of system requirements to automate processes or improve existing systems. The position requires independent judgment and initiative, serving as a lead worker and primary customer service contact for various ITD sections and service providers.

Responsibilities

  • Develops agency computer operations and management information system plans and budgets.
  • Assists with developing and implementing strategic planning actions related to the agency's systems.
  • Establishes methods and procedures for work activities; identifies and resolves operational problems; conducts audits and compliance reviews.
  • Coordinates studies and prepares reports that include findings, recommendations, and instructions for proposed system implementations.
  • Serves as a lead worker to TxDOT employees, providing technical training and input on career conversations.
  • Consults with districts, divisions, and other agencies regarding issues related to STS delivery.
  • Leads and participates in planning, design, development, implementation, support, and maintenance of IT security measures.
  • Identifies opportunities for cost-effective investment of financial resources in capital budgets.
  • Takes a proactive role in leading Data Center cost optimization and environmental efficiency initiatives.
  • Serves as the primary customer service contact, liaising between TxDOT and STS service providers.
  • Participates in cross-functional projects requiring coordination and scheduling during development and implementation stages.
  • Performs site visits to discuss management issues related to real property.
  • Collaborates to ensure consistent service delivery, quality standards, performance metrics, and ongoing process improvement.

Requirements

  • Extensive experience in computer systems analysis and management information systems.
  • Strong knowledge of software programming languages, hardware, operating systems, and cloud solutions.
  • Proven ability to develop and implement strategic plans and budgets.
  • Experience in customer support and relationship management within IT services.
  • Ability to lead and train staff, providing guidance on complex issues.

Nice-to-haves

  • Experience with Data Center Services and Managed Security Services.
  • Familiarity with cloud solutions such as SaaS, PaaS, and IaaS.
