About the position

S3, Inc. is seeking a Capability Developer for Mounted and Mobile Handheld Computing Environments to support projects at Ft. Moore, GA. This position is integral to the Maneuver Requirements Division of the Maneuver Capabilities Development and Integration Directorate. The Capability Developer will be responsible for conducting capability gap and DOTMLPF-P analysis to inform requirements, which is essential for the development of military capabilities. The role requires a deep understanding of military operations and the ability to translate operational needs into actionable requirements. The successful candidate will develop, write, assemble, and staff capability requirements documents, including the Concept of Employment and Basis of Issue Guidance. They will also perform Cost Benefit Analysis (CBA) and Material Solutions Analysis, conduct product research, and develop the Concept of Operations (COIC) and Doctrine and Organization for Operational Test (D&OP). This position demands a proactive approach to identifying capability gaps and proposing solutions that align with military objectives. Candidates must possess military experience and have a thorough understanding of mission command principles, command and control systems, and the operational employment of tactical operations centers. Familiarity with Army tactical networks and various communication systems is crucial. The role is not a teleworking position, emphasizing the need for on-site collaboration and engagement with military personnel and stakeholders.

Responsibilities

  • Perform capability gap and DOTMLPF-P analysis to inform requirements.
  • Develop, write, assemble, and staff capability requirements documents, Concept of Employment, and Basis of Issue Guidance.
  • Perform Cost Benefit Analysis (CBA) and Material Solutions Analysis.
  • Conduct product research and develop COIC and D&OP for operational test.

Requirements

  • Bachelor's Degree or a minimum of 8 years of experience related to the requirements of this task in the Army.
  • Two years of experience in Capability Developments or Defense acquisition.
  • Experience serving on a Battalion, Brigade, or higher level staff with direct experience in mission command principles.
  • Active Secret Level Security Clearance.
  • Proficiency with Microsoft Suite and other operational software.
  • Graduate of or can complete DAU Courses CLR101, ACQ110, and RQM-110 within 10 days of starting work.

Nice-to-haves

  • Experience with Army tactical networks and Joint Battle Command-Platform/Blue Force Tracker.
  • Familiarity with Nett Warrior and Integrated Tactical Network.
  • Knowledge of Warfighter Information Network-Tactical and Army Field Artillery Tactical Data System.
