About the position

The Capital Budget Analyst plays a crucial role in managing complex cost centers and maintaining the Capital Improvement Plan for Clay County. This position involves collaboration with various departments to analyze and forecast revenue, perform financial research, and provide administrative and analytical support to enhance budget development and decision-making processes.

Responsibilities

  • Prepares, monitors, and updates the annual Capital Improvement Plan working with staff.
  • Recommends funding source strategies.
  • Prepares and reviews capital project amendments and Board of County Commissioners agenda items including resolutions, ordinances, amendments, and legal ads.
  • Develops and maintains spreadsheets and other analytical tools to assist in financial decision making.
  • Conducts ongoing project revenue budget reviews and maintains the County financial plan and other reporting.
  • Reviews and interprets Federal, State and local laws and regulations, the County Administrative Code, IRS code, and Generally Accepted Accounting Principles.
  • Analyzes and advises County administration on policy and management issues to develop efficient methods of distributing financial resources.
  • Performs account analysis on selected accounts as directed.
  • Collects, classifies, and compiles data from several sources; creates graphs, tables, and other illustrative materials; prepares and copies summary reports as required.
  • Performs research assignments, surveys, and studies related to the County's budget, taxes, finances, or other areas of assignment.
  • Develops analytical tools to assist in financial decision making and maintains financial forecasting and modeling.
  • Works with Departments to analyze appropriate fees for services and monitors general ledger coding for compliance.
  • Manages and maintains the County Internal Cost Allocation Plan.
  • Provides data for budgeted transfers of internal service reimbursable costs during the annual budget development cycle.
  • Maintains Labor Rate, Material Cost, and Overhead Cost tables in satellite job costing systems.
  • Performs financial analysis and alternate scenario analysis on specified projects as directed.
  • Tracks all Board of County Commission approved contracts and funding agreements to assist in budget preparation.
  • Researches and responds to staff and public information requests regarding financial data and analysis.
  • Performs other duties as assigned.

Requirements

  • Bachelor's Degree in Accounting, Finance, Public or Business Administration (Preferred)
  • Four years of accounting/budget experience
  • Valid Florida Driver's License with clean driving record
  • Comprehensive knowledge of County and State governmental budgeting, accounting, and auditing procedures
  • Proficient in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint
  • Excellent customer-service skills
  • Thorough knowledge of principles and procedures of financial recordkeeping and reporting
  • Excellent research, analysis, and presentation skills
  • Ability to work independently and as part of a team, prioritize, and multitask
  • Excellent written and verbal communication skills

Nice-to-haves

  • Experience in financial modeling and forecasting
  • Knowledge of IRS code and Generally Accepted Accounting Principles
  • Familiarity with County Administrative Code and local laws
