About the position

The NYC Department of Design & Construction, Finance & Procurement Division, is seeking a Capital Budget Analyst (CBA) to play a crucial role in managing the financial aspects of the BBJ (Bureau of Budget and Finance). The CBA will be responsible for supporting the management of both capital and expense budgets, which includes developing budget submissions to the Office of Management and Budget (OMB), responding to inquiries from OMB regarding these submissions, and ensuring that all BBJ contracts are adequately funded by fiscal year. This position requires a strong understanding of budget management and financial planning, as the CBA will be tasked with preparing Certificate to Proceed (CP) and BCM documents, as well as tracking encumbrances, payments, and change orders on all BBJ contracts. Under the supervision of the Program Executive, the CBA will also be responsible for updating capital forecasts in the Financial Management System (FMS2), forecasting projected task orders and change orders, and modifying the Capital Plan based on the latest cost estimates. The role involves meticulous tracking of commitment plan encumbrances and payments against fiscal year targets and appropriations. Additional responsibilities include preparing Budget Code Modifications using FMS3, processing budget information through NYC's PASSPort system, and maintaining capital/expense budget, schedule, and payment information in DDC's project tracking systems such as PIMS, PDMS, and Benchmark. Candidates must be authorized to work in the United States, as the NYC Department of Design and Construction does not provide sponsorship for international employees. Responsibilities

  • Assist in managing all financial aspects of the BBJ.
  • Support in managing the BBJ capital and expense budgets.

Requirements

  • A master's degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field.
  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or fiscal or economic research.
  • Experience in management or methods analysis, operations research, organizational research, or program evaluation.
  • Experience in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
