About the position

The Capital Budget Analyst (CBA) position at the NYC Department of Design & Construction involves managing financial aspects of the BBJ, including capital and expense budgets. The role requires developing budget submissions, responding to inquiries from the Office of Management and Budget (OMB), and tracking encumbrances and payments on contracts. The CBA will also assist in preparing necessary documentation and updating financial forecasts, ensuring adequate funding and compliance with fiscal year targets.

Responsibilities

  • Assist in managing the BBJ capital and expense budgets.
  • Develop budget submissions to the Office of Management and Budget (OMB).
  • Respond to OMB questions regarding capital and expense financial plan submissions.
  • Prepare and track encumbrances, payments, and change orders on all BBJ contracts.
  • Prepare Certificate to Proceed (CP) and BCM documents.
  • Update Capital forecasts in the Financial Management System (FMS2).
  • Forecast projected task orders and change orders.
  • Modify the Capital Plan based on the latest cost estimate information.
  • Track commitment plan encumbrances and payments against fiscal year targets and appropriations.
  • Prepare Budget Code Modifications using FMS3.
  • Process budget information through NYC's PASSPort system.
  • Create and maintain capital/expense budget, schedule, and payment information in DDCs' project tracking systems.

Requirements

  • A master's degree in economics, finance, accounting, business, public administration, or a closely related field; or a baccalaureate degree with two years of relevant experience.
  • Experience working with the budget of a large public or private concern in budget administration, accounting, or financial administration.
  • Experience in management or methods analysis, operations research, or program evaluation.
