About the position

The NYC Department of Sanitation (DSNY) is the world's largest sanitation department, responsible for collecting over 10,500 tons of residential and institutional garbage and 1,760 tons of recyclables daily. The department also plays a crucial role in snow removal across 6,300 miles of streets and is committed to environmental sustainability by aiming to send zero waste to landfills. The Capital Budget Coordinator position involves coordinating and expediting the development or improvement of various capital engineering, architectural, or landscape architectural projects under general supervision. This role may also assist in the development of more complex projects managed by an Associate Project Manager. The coordinator will maintain management information systems to provide essential data for project planning and control, establish project timelines and cost schedules, and coordinate activities among various stakeholders to ensure project completion. In this role, the Capital Budget Coordinator will review schedules, reports, and orders prepared by consultants and contractors to ensure they meet project deadlines. They will also check work performance and prepare management reports highlighting significant issues. Problem-solving is a key aspect of this position, as the coordinator will need to address any challenges that arise in meeting schedules and costs. Regular meetings with city agencies, contractors, and citizen groups will be part of the job, as well as assisting client agencies in articulating project needs and ensuring that proposed projects meet functional requirements. Responsibilities include generating capital project requests, tracking responses to inquiries from the Office of Management and Budget (OMB), monitoring commitments, and processing various IFA documents. The role requires a strong understanding of capital project terminology and the ability to manage multiple priorities effectively under strict deadlines.

Responsibilities

  • Coordinate and expedite the development or improvement of capital engineering, architectural, or landscape architectural projects.
  • Maintain management information systems for project planning and control.
  • Establish project time and cost schedules.
  • Coordinate activities among persons, agencies, and departments for project completion.
  • Review schedules, reports, and orders from consultants and contractors for compliance with deadlines.
  • Check work performance and prepare management reports highlighting significant problems.
  • Resolve issues related to schedules and costs.
  • Meet with City agencies, contractors, and citizen groups to discuss project needs.
  • Assist client agencies in formulating project needs and ensuring functional requirements are met.
  • Generate and develop capital project requests to support collection of IFA hours.
  • Track and expedite responses to OMB inquiries.
  • Monitor and expedite IFA commitments and labor allocation hours.
  • Process and modify IPOF, IFAX, DEMT roster updates, and other IFA documents as necessary.
  • Generate IFA P line and BCM requests.
  • Liaise with Sanitation bureaus and the Office of Management and Budget (OMB).
  • Assist in preparation and modification of forecasts, commitment plans, and ten-year financial plans.

Requirements

  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, construction management, urban planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work; or
  • A four-year high school diploma and five years of experience in project management work; or
  • A four-year high school diploma plus a combination of experience and/or college education equivalent to five years.

Nice-to-haves

  • Working knowledge of FMS2.
  • Working knowledge of FMS3 budgeting, reporting, and purchasing functions.
  • Knowledge of capital project terminology.
  • Understanding of Citywide Capital and Expense budget cycles.
  • Outstanding attention to detail and ability to manage various priorities under strict deadlines.
