About the position

The Capital Budget Director at MassDOT is responsible for overseeing the preparation and management of the annual capital budget, ensuring compliance with state and federal regulations. This role involves supervising capital bond accounts, approving funding requests, and participating in the planning of the five-year Capital Investment Plan. The director will also negotiate financial transactions, manage reimbursement agreements, and provide support to senior management, making it a key leadership position within the organization.

Responsibilities

  • Manage and monitor capital bond accounts related to allotments, encumbrances, transfers, and expenditures.
  • Approve funding requests from MassDOT divisions and programs within the context of the annual capital budget.
  • Assist in the planning and implementation of the five-year Capital Investment Plan.
  • Negotiate and approve financial transactions with the State Comptroller's Office and other internal divisions.
  • Participate as a senior member of various internal committees and support MassDOT's Senior Management Team.
  • Act as the Contract Manager for $2.5 billion of reimbursement agreements between MassDOT and the MBTA.
  • Facilitate financial reimbursements for various state programs.
  • Review major policy and procedure proposals affecting capital expenditure plans.
  • Engage in the management and coordination of joint projects with other state agencies.
  • Assist in the preparation of Transportation Bond Bills.
  • Provide presentations to senior management and stakeholders.
  • Track, analyze, and report on capital expenditures through financial reports.
  • Participate in the selection and development of a new capital plan reporting system.
  • Monitor expenditures for accurate program coding and reconcile erroneous charges.
  • Perform other duties as assigned.

Requirements

  • At least six years of full-time professional experience in financial management work, including budgeting, accounting, auditing, management analysis, program evaluation, and financial reporting.
  • At least two years of experience in a supervisory or managerial capacity.
  • A certificate in a relevant field may substitute for one year of required experience.
  • A Bachelor's degree in a related field may substitute for two years of required experience.
  • A Graduate degree may substitute for three years of required experience.
  • A Doctorate degree may substitute for four years of required experience.
