About the position

VRE is excited to announce an opportunity for a Capital Budget & Grants Manager to join our team! This role is pivotal in developing and managing our capital budget and grants, ensuring that we effectively allocate resources to support our projects. The Capital Budget and Grants Manager will be responsible for the development and implementation of the Six-Year Capital Improvement Program, which is essential for our long-term planning and project execution. This position requires close coordination with project development and implementation staff throughout the entire project lifecycle, ensuring that all financial aspects are managed efficiently and effectively. In addition to capital budgeting, the successful candidate will oversee pre- and post-award grant management activities. This includes identifying and pursuing grant opportunities, coordinating with local, state, and federal funding partners, and providing oversight and guidance to our grants accounting staff. The role demands a proactive approach to grant management, ensuring compliance with all relevant regulations and maximizing funding opportunities for VRE. Responsibilities

  • Develop and implement the Six-Year Capital Improvement Program.
  • Coordinate with project development and implementation staff throughout the project lifecycle.
  • Identify and pursue grant opportunities from local, state, and federal funding partners.
  • Oversee pre- and post-award grant management activities.
  • Provide oversight and guidance to grants accounting staff.
  • Prepare reports and analyses related to capital budgets and grants.
  • Make effective presentations to stakeholders regarding budget and grant management.

Requirements

  • Bachelor's degree in accounting, finance, economics, business administration, or a related field.
  • Experience managing capital budgets through the full project lifecycle.
  • Experience developing and administering grants.
  • Ability to plan and prioritize work and manage staff effectively.
  • Proficiency in utilizing technology and financial management systems.
  • Experience managing complex business processes.
  • Strong report preparation and analytical skills.
  • Effective presentation skills.

Nice-to-haves

  • Master's degree in a relevant field.
  • Experience in a public sector, transportation, or rail setting.
  • Experience administering USDOT/Federal Transit Administration grant programs and project compliance.
