About the position

The Capital Budget Manager (WMS Band 2) is responsible for overseeing comprehensive budget services and financial management for capital projects and initiatives within the Department of Enterprise Services (DES). This role involves managing the Facility Professional Services Operating budget, collaborating with senior leadership to define capital budget policies, and ensuring that agency business leaders have the necessary financial insights to manage capital budget functions effectively. The position operates in a hybrid work setting, requiring in-office presence as needed.

Responsibilities

  • Oversee comprehensive budget services and financial management for capital projects.
  • Manage the Facility Professional Services Operating budget.
  • Collaborate with the Capital Campus Planning Team to develop capital budget requests.
  • Establish practices, procedures, and goals for the DES Budget Unit.
  • Define capital budget policies, processes, and strategies for the agency.
  • Support program managers in designing and implementing capital investments.
  • Ensure timely availability and integrity of financial data for reports.
  • Prepare complex financial and budgetary analysis documents for stakeholders.
  • Ensure capital budget proposals align with agency strategies and financial targets.
  • Manage the implementation of biennial and supplemental capital budgets.

Requirements

  • Bachelor's degree or higher in accounting, economics, business, public administration, or a related field.
  • Five years of professional experience in budget development, monitoring, and administration, preferably in government.
  • Demonstrated knowledge of operating budgets, capital budget management, and financial analysis.
  • Experience in analyzing complex budget and revenue issues.
  • Ability to collaborate at all levels of a business to resolve complex issues.
  • Proficiency in preparing and analyzing large data sets in Excel.

Nice-to-haves

  • Master's degree in accounting, economics, business, or public administration.
  • Four years of progressively responsible experience in budget development in government.
  • Experience with statewide budgeting and accounting systems.
  • Financial management experience in a state government setting.
