About the position

The Capital Budget Manager oversees comprehensive budget services and financial management for capital projects within the Department of Enterprise Services (DES). This role involves managing the Facility Professional Services Operating budget, collaborating with senior leadership to define capital budget policies, and ensuring that agency business leaders have the necessary financial insights to manage capital budget functions effectively. The position operates in a hybrid work setting and requires a strong focus on teamwork, communication, and strategic leadership.

Responsibilities

  • Oversee capital budget development and management for the agency.
  • Serve as the agency's expert for financial management of capital projects.
  • Supervise and mentor one professional-level budget staff member.
  • Ensure daily budget operations of the agency's capital projects are met.
  • Support program managers in designing and implementing capital project strategies.
  • Monitor and manage financial and FTE resources for capital projects.
  • Prepare complex financial and budgetary analysis documents for various stakeholders.
  • Ensure capital budget proposals align with agency strategies and financial targets.
  • Manage the implementation of biennial and supplemental capital budgets.
  • Foster communication and relationships with internal and external customers.

Requirements

  • Bachelor's degree in accounting, economics, business, public administration, or a related field.
  • Five years of professional experience in budget development, monitoring, and administration, preferably in government.
  • Demonstrated knowledge of operating budgets and financial management principles.
  • Experience in analyzing complex budget and revenue issues.
  • Knowledge of internal service fund management and capital project accounting.
  • Ability to prepare and analyze large data sets in Excel.

Nice-to-haves

  • Master's degree in accounting, economics, business, or public administration.
  • Four years of progressively responsible experience in budget development in government.
  • Experience with statewide budgeting and accounting systems.
  • Understanding of Washington State budget development processes.
