About the position

The Capital Facilities and Fiscal Manager oversees the fiscal management of the San Mateo Union High School District's capital facilities projects, including Measure O and Measure M bonds. This role involves supervising personnel, managing accounts payable and receivable, budget monitoring, and procurement of materials and services. The manager collaborates with various stakeholders to ensure compliance with financial regulations and effective management of public funds for capital programs.

Responsibilities

  • Supervise assigned personnel including an Accounting Technician and an Accountant.
  • Manage accounts payable and accounts receivable functions.
  • Monitor and audit accounting functions to ensure compliance with operational procedures and laws.
  • Collaborate with the District Construction Manager to resolve budget and payment issues.
  • Train staff in financial record keeping and audit techniques.
  • Prepare and monitor all capital budgets and financial reports.
  • Oversee the submission of state applications for construction and modernization projects.
  • Review and analyze fiscal and contract transactions before committing capital facilities funds.
  • Authorize release of capital facilities funds for payment work.
  • Compile and review account reconciliations and ensure proper posting of expenditures.
  • Prepare information for independent auditors for annual audits of bond program financial records.
  • Negotiate with vendors for competitive pricing and manage procurement processes.
  • Oversee the Burlingame Aquatic Center.

Requirements

  • Bachelor's degree or higher with emphasis on accounting and/or business.
  • Three years of responsible account supervision experience, preferably in construction or government agency.
  • Experience with computerized accounting systems.

Nice-to-haves

  • Knowledge of California Public Contract Law.
  • Familiarity with California Accounting Manual and SACS Manual.
  • Experience in managing public funds for capital programs.
