About the position

The Capital Finance & Budget Manager at Cal Poly Pomona plays a crucial role in maintaining the fiscal integrity of the Facilities Planning and Management (FP&M) department. This position involves overseeing the management of the department's funds, programs, and projects, ensuring compliance with generally accepted accounting principles and California State University (CSU) guidelines. The manager will coordinate the preparation of the annual FP&M budget and collaborate with Financial Services and Budget Planning and Analysis departments on fiscal reporting and payments related to campus construction programs. This includes managing capital project control systems and auditing procurement card purchases. In addition to financial oversight, the Capital Finance & Budget Manager is responsible for estimating and justifying current and future revenues, applying finance and accounting procedures, and ensuring alignment with CSU capital program guidelines. The incumbent will maintain a strategic budget model, recommend staffing levels, and prepare reports for higher-level review. The role also involves assisting with project closeouts and reconciliations with the Chancellor's Office, ensuring timely submission of financial information. The manager will work closely with the Senior Associate Vice President (SAVP) and leadership team to develop financial, capital, and operational plans, providing strategic consultation on financial issues. This includes preparing accurate financial reports and collaborating with management to align departmental goals with financial targets. The position requires a service-oriented approach, strong technical skills, and effective communication to lead a team of approximately four employees, conducting performance evaluations and promoting a positive customer service philosophy within the department.

Responsibilities

  • Maintain the fiscal integrity of FP&M resources through management of funds, programs, and projects.
  • Oversee and direct the department's financial operations in accordance with accounting principles and CSU guidelines.
  • Coordinate the preparation of the annual FP&M budget.
  • Assist with fiscal reporting and payments for campus construction programs.
  • Manage and audit the department's procurement card purchases.
  • Estimate and justify current and future revenues.
  • Coordinate finance, accounting, billing, and audit procedures, including year-end close processes.
  • Assist with the Finance and Accounting setup of capital improvement and deferred maintenance projects.
  • Evaluate strategic initiatives for improving operational reliability and cost-effectiveness.
  • Maintain a strategic budget model and recommend appropriate staffing levels.
  • Prepare reports and correspondence for higher-level review.
  • Assist with project closeout and reconciliation processes with the Chancellor's Office.
  • Work closely with the SAVP and leadership team to plan and manage strategic initiatives.
  • Provide strategic consultation on financial issues to management.
  • Prepare timely and accurate financial reports for the SAVP and management team.
  • Consult and advise campus contacts on fiscal organization and procedures.
  • Lead a team with a service-oriented approach, conducting performance evaluations and mentoring staff.

Requirements

  • Bachelor's Degree in business administration, finance, accounting, or a related field.
  • Two years of experience in a lead/supervisory/management role, preferably in a university business environment.
  • Three years of related accounting or financial experience, including reconciliations and using online financial systems.
  • Five years of progressively responsible technical, analytical, and administrative experience, preferably in a university setting.
  • Excellent interpersonal skills and superior writing skills for effective communication at all levels.
