About the position

The Capital Improvement Program Manager is responsible for providing program management, financial sponsorship, and strategic direction for the Parks and Recreation Department's Capital Improvement Program. This role involves developing the Department's Capital Improvement Program Plan in alignment with the City and Department's strategic goals, ensuring adequate funding through traditional and alternative financing methods, and managing the Department's Asset/Data Management Program.

Responsibilities

  • Advise the Division Manager, Department Director, and City Management on issues, opportunities, and status.
  • Coordinate the development and implementation of comprehensive, integrated capital improvement plans that support City goals and priorities.
  • Align departmental capital programs with the City's Capital Improvement Plan and resolve issues as necessary.
  • Monitor the implementation of the City and departmental Capital Improvement Plans.
  • Conduct presentations and act as a representative for the division, department, City management, boards and commissions, and other stakeholders as appropriate.
  • Coordinate and monitor the planning, development, and implementation of the City's general obligation bond programs.
  • Develop and evaluate plans scope, criteria, and timelines for a variety of projects and program activities.
  • Develop policies and procedures.
  • Collaborate with the Budget Office on program planning and budgeting.
  • Provide technical assistance and advice to city management, departments, citizens and other stakeholders.

Requirements

  • Graduation with a Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Finance, Planning, or a related field.
  • Five (5) years of experience in capital budgeting or planning initiatives, with two (2) years in a lead or supervisory capacity.
  • A Master's degree in a related field plus three (3) years of experience, with two (2) years in a lead or supervisory capacity may substitute for the required education and experience.

Nice-to-haves

  • Experience in fiscal and resource planning, budgeting, and developing process improvements for capital improvement projects.
  • Experience communicating and interacting with internal and external stakeholders, including presenting at meetings and public events.
  • Strong ability to analyze and synthesize data for program evaluation.
  • Demonstrated ability to manage complex programs or tasks.
