About the position

The Capital Project Manager will oversee and manage all responsibilities related to Capital projects within the Department of Facilities Planning Design and Construction at Texas State University. This role involves coordinating with various stakeholders, managing architectural teams, and ensuring that projects are completed on time and within budget while adhering to local, state, and federal regulations.

Responsibilities

  • Manage in-house construction managers and inspectors assigned to specific projects.
  • Coordinate full scope architectural plan development.
  • Obtain and negotiate consultant proposals and provide approval recommendations to the procurement team.
  • Manage the architectural, interior design, sub-consultant team, and contractor on Capital projects.
  • Oversee architectural and construction scheduling, coordinating with all participants to achieve completion dates.
  • Prepare meeting agendas, minutes, and action item lists as needed.
  • Monitor and drive project progress ensuring actionable items are resolved to meet schedule.
  • Coordinate with the General Contractor during preconstruction and construction phases on various responsibilities.
  • Meet with internal staff, consultants, and agencies to ensure project progress.
  • Participate in the development and review of RFQs/RFPs for the evaluation and selection of Architects and Contractors.
  • Monitor the schedule, submittal log, and potential change orders, making recommendations as needed.
  • Review shop drawings and submittals.

Requirements

  • Bachelor's or Master's Degree in Architecture.
  • Minimum five years' experience in Higher Education managing architectural teams and sub-consultants.
  • Proven experience with architectural plan development and managing large-scale construction projects.
  • Experience working closely with stakeholders and responding to their requests.
  • Experience establishing and implementing project financials.
  • Knowledge of local, state, and federal codes and regulations.
  • Experience with project/construction management software.

Nice-to-haves

  • Licensed Architect in the State of Texas.
  • Knowledge of construction terminology, materials, standards, codes, laws, and regulations.
  • Experience reading and understanding contract documents and codes.
  • Experience delegating and directing the work of others.
  • Knowledge of Texas State University campus buildings and infrastructure.
  • Skilled in evaluating contractor costs.
  • Experience troubleshooting and writing technical documents.
  • Knowledge of Texas State University Design and Construction Standards.
  • Experience working in an environment with shifting priorities.
  • Strong communication and relationship-building skills.
  • Experience maintaining a positive attitude in stressful situations.
  • Specialty credentials such as LEED AP, CEFP, or similar.
