About the position

The Capital Projects Management Specialist III is responsible for overseeing and managing capital projects within the General Services Department. This role involves advanced project management principles, including planning, budgeting, contract administration, and compliance with applicable laws and regulations. The specialist will coordinate activities related to public building projects, ensuring that they meet established goals and standards while effectively managing resources and stakeholder relationships.

Responsibilities

  • Plan, direct, and coordinate activities of capital projects and programs.
  • Assist in implementing goals, objectives, practices, policies, procedures, and work standards.
  • Perform complex project management on capital and construction projects and negotiate design and construction contracts.
  • Plan, develop, implement, and administer large and complex budgets and control expenditures.
  • Analyze complex design, construction, and administrative issues and make sound recommendations.
  • Prepare clear and concise reports and make presentations in a public setting.
  • Establish and maintain effective working relationships with County officials and department heads.

Requirements

  • Advanced knowledge of capital project management principles and practices.
  • Experience in administrative principles, practices, and methods including goal setting and program development.
  • Strong understanding of modern construction methods and applicable codes, laws, and regulations.
  • Proficiency in project management, cost estimating, budgeting, and scheduling techniques.
  • Ability to read and interpret plans, maps, specifications, and manuals.

  • Experience in public administration and local government operations.
  • Familiarity with statistical analysis and research methods.
  • Knowledge of facilitation and conflict management principles.
