About the position

The Cartographer position at the Department of Veterans Affairs National Cemetery Administration involves serving as a Geographic Information System (GIS) Specialist. The role is based in the Pacific District Office in Oakland, CA, and requires providing technical expertise in the planning, development, implementation, and management of GIS spatial products. The incumbent will work closely with end users to ensure accurate mapping of cemeteries and recording of interments and headstone placements, while also compiling and analyzing data to recommend solutions for operational compliance.

Responsibilities

  • Provide technical expertise and oversight for planning, development, implementation, and management of GIS spatial products.
  • Advise and assist in acquiring and compiling geospatial data and reports.
  • Determine the best way to present data and provide GIS products upon request, including hardcopy maps and graphical displays.
  • Coordinate closely with end users to ensure GIS product needs are accurately defined and communicated.
  • Compile and analyze data, prepare reports, and recommend solutions for resolving problems and ensuring compliance with operational standards.
  • Conduct special studies and investigations to detect problem conditions in GIS/GPS operations.
  • Ensure accurate mapping of cemeteries and recording of new interments and headstone placements using established GPS collection methods.

Requirements

  • U.S. citizenship is required to apply for this job.
  • Must meet specialized experience and time-in-grade requirements within 45 days of the closing date of this announcement.
  • For GS-11: One year of specialized experience equivalent to GS-09 or a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.
  • For GS-12: One year of specialized experience equivalent to GS-11.

Nice-to-haves

  • Proficiency in ArcGIS Pro in a versioned editing environment.
  • Experience with ArcGIS Online and Portal for ArcGIS administration.
  • Training others in GPS collection techniques using VRS and RTK correction sources.
  • Experience with data automation and reporting using Python 3.x and SQL.
