About the position

ICF is seeking Case Coordinators to work with ORR care provider staff and federal staff to facilitate the release and transfer of unaccompanied children in ORR custody. The role involves developing a national case coordination program that prioritizes child welfare, ensuring safe and timely releases, and making recommendations for children with special needs. The Case Coordinator will serve as the primary contact for care providers and ORR staff, emphasizing transparency and respect for the children and families involved.

Responsibilities

  • Preparation for and participation in case staffing meetings with care providers and designated ORR staff.
  • Providing timely review, assessment, and integration of critical information related to potential sponsors and unaccompanied children to make recommendations for release plans to ORR.
  • Assisting ORR in ensuring that children are placed in the least restrictive setting while receiving all appropriate services.
  • Meeting with individual unaccompanied children and care provider staff at designated ORR funded care provider sites.
  • Providing targeted child welfare-based assistance to care provider staff, as directed by ORR staff.
  • Making recommendations for home study and post-release services for at-risk children.
  • Making placement recommendations for children who require more specialized levels of care, such as long-term foster care and residential treatment centers.
  • Participating in collaborative meetings with local stakeholders.
  • Building relationships with Federal Field Specialists and maintaining ongoing communication related to complex case identification and planning.
  • Utilizing data from various sources to inform staffing conversations, generate required reports, and identify trends.

Requirements

  • Master's degree in social work or a related social science discipline and 2+ years of post-graduate child welfare experience, or 3+ years of post-undergraduate experience; or a bachelor's degree in social work or a related discipline and 5+ years of post-degree child welfare experience; or a non-qualifying bachelor's degree and 7+ years of post-degree child welfare experience.
  • 3+ years of experience working with immigrant youth and families is highly preferred.
  • Experience with complex family relationships and dynamics, and the ability to review case files and assess/document information from various sources.
  • Experience with MS Office suite and ability to learn and use IT systems developed for this project.
  • Bilingual in English and Spanish.
  • Tier 2 security clearance or the ability to secure such clearance.

Nice-to-haves

  • Knowledge of migrant/refugee issues, particularly related to unaccompanied children and sponsor families.
  • Education and/or experience in applying race equity, diversity, and inclusion strategies in human services.
  • Working knowledge of challenges related to unaccompanied children's placement and release.
  • Experience working for a refugee program.
  • Experience in mental/behavioral health for children or juvenile justice programs.
  • Prior work experience in a consulting environment.
