About the position

Nemean Solutions, LLC is seeking a Budget Analyst to support the Land Systems Operational Test Authority (LSOTA). In this role, you will provide operating advice and assistance to LSOTA lines of business on various administrative management issues, including financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, new program/project startups, and business process improvement. Your expertise will be crucial in helping LSOTA shape their overall business strategy, which includes developing strategic plans and assessing operational and strategic performance. As a Budget Analyst, you will be responsible for providing daily and monthly program management throughout the program and/or initiative life cycle. This includes defining program governance (controls), planning the overall program, and monitoring progress. You will manage risks and issues, take corrective measures, coordinate projects and their interdependencies, and utilize resources across projects. Additionally, you will manage stakeholder communication, align deliverables to the program's outcomes, and oversee the main program/initiative documentation. Conducting research and data analysis will be a key part of your responsibilities, as you will inform business decisions with monthly reports using Projects online data analysis. The ideal candidate will have extensive experience in budget execution, program management, and a testing background, with a strong educational foundation in relevant fields.

Responsibilities

  • Provide operating advice and assistance to LSOTA lines of business on administrative management issues.
  • Support financial planning and budgeting processes.
  • Assist with equity and asset management, records management, and office planning.
  • Contribute to strategic and organizational planning and site selection.
  • Support new program/project startups and business process improvement initiatives.
  • Develop strategic plans and assess operational and strategic performance.
  • Manage daily/monthly program management throughout the program life cycle.
  • Define program governance and monitor program progress.
  • Manage risks and issues, taking corrective measures as necessary.
  • Coordinate projects and their interdependencies, managing resources across projects.
  • Facilitate stakeholder communication and align deliverables to program outcomes.

Requirements

  • Doctoral degree or Master's degree in a relevant field.
  • Bachelor of Science degree.
  • 11+ years of experience in budget execution and program management.
  • Strong data analysis skills and knowledge of employment & labor law.
  • Experience in financial planning and budgeting processes.
  • Ability to manage risks and issues effectively.

Nice-to-haves

  • Experience with federal government contracting and regulations.
  • Familiarity with the Joint Travel Regulation (JTR).
  • Knowledge of Military Intelligence and Cybersecurity sectors.
