The Program Analyst CBRN role at Noblis involves providing technical and programmatic support to the Department of Homeland Security's Science and Technology Directorate. The position requires collaboration with a multidisciplinary team to address complex homeland security challenges through research, development, test, and evaluation (RDT&E) efforts. The successful candidate will assist in managing RDT&E portfolios, engage with stakeholders, and ensure project performance aligns with technical and financial goals.

  • Assisting with the development and administration of RDT&E contracts, including solicitation material and source selection reviews.
  • Monitoring project performance and reviewing deliverables to ensure goals are met and identifying program risks.
  • Engaging and coordinating with a wide range of internal and external stakeholders.
  • Maintaining and monitoring program budgets, including gathering monthly reporting information and developing budget execution plans.
  • Organizing and coordinating planning and production of activities associated with assigned task order projects.
  • Providing support to Portfolio and Program Managers in engaging with DHS S&T customers regarding operational capability gaps.
  • Collecting and analyzing user requirements and existing systems, capabilities, and technologies.
  • Performing routine tasks such as scheduling, writing internal memos, and maintaining Program Management records.
  • Assisting with planning technology transitions to operational customers.
  • Attending meetings and workshops to provide programmatic and technical review and record meeting minutes.
  • Managing and responding to program-aligned S&T Executive Secretary data calls and preparing information for senior leadership reporting.
  • Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies.
  • BA/BS and 5+ years of relevant experience or MA/MS and 3+ years of experience.
  • SECRET clearance or eligibility to receive a SECRET clearance.
  • Eligibility to obtain DHS Suitability.
  • Experience in program and project management in government or RDT&E environments.
  • Strong communication skills.
  • Comfortable working in scientific programs.
  • Security Clearance (minimum SECRET, up to TS/SCI desired) and DHS Suitability are highly preferred.
  • Desire to learn the DHS S&T mission and deliver data-enabled solutions.
  • Experience providing program and/or project management support on research and development contracts.
  • Experience with diverse stakeholder engagement and cross-department coordination.
  • Familiarity with biological and chemical threats, especially in agricultural systems.
  • Experience monitoring project performance and reviewing deliverables.
  • Experience in policy writing and analysis or executive level briefings.
  • Interest in gaining technical experience in bio- or chem-defense or CBRN risk assessment.
  • Ability to work in a dynamic, fast-paced, team-oriented environment.
