About the position

The Human Resources Specialist IV (Employee Relations Work Lead) position at the Colorado Department of Corrections is responsible for leading the Employee Relations Unit (ERU) and providing guidance on employee relations matters. This role involves mentoring staff, managing investigations into complaints, and ensuring compliance with employment laws. The position also includes responsibilities related to conflict resolution, training, and maintaining human resource systems. The ideal candidate will have extensive experience in human resources, particularly in employee relations, and will be committed to providing excellent customer service while supporting the mission of the Department of Corrections.

Responsibilities

  • Mentor and train ERU staff.
  • Provide lead work to the Employee Relations Unit.
  • Assist with workload, answer questions, and provide guidance on assigned projects, ensuring deadlines are met.
  • Provide guidance to ERU staff on active discrimination/harassment investigations, grievance panels, ADA, appeals, and other concerns.
  • Represent the unit to various groups by presenting information, gathering input, and assessing input to adjust methods, processes, and techniques or make recommendations.
  • Provide consultations and technical guidance on employee issues with staff, supervisors, and appointing authorities, ensuring outstanding customer service.
  • Investigate complaints of policy violations and prepare written statements; provide guidance on the dispute resolution process.
  • Ensure time-sensitive requests and responses are processed according to established deadlines and that there is consistency amongst the appointing authorities.
  • Serve as the initial contact and liaison for intake and assessment of employee complaints.
  • Assist in conducting objective and thorough internal investigations of discrimination, harassment, sexual harassment, hostile work environment, and retaliation complaints.
  • Coordinate the maintenance and analysis of human resource systems, records, and reports as it pertains to Employee Relations.
  • Maintain knowledge and understanding of laws and regulations related to CADA, EEOC, equal employment, ADA, employee relations, and human resources.
  • Handle routine employee relations and human resource inquiries related to policies, procedures, and employee issues; refer complex matters to appropriate management staff.
  • Design, maintain, and deliver training on ERU related subject matter.
  • Other duties as assigned.

Requirements

  • Seven (7) years of Human Resources experience with at least 2 years performing Employee Relations functions.
  • A combination (that equals 7 years) of higher education from an accredited college and experience in employee relations, human resources or relevant experience in an occupation related to the work assigned.

  • Excellent reasoning, investigative, analytical, and problem solving agility;
  • Fluency in Microsoft Office Suite (Word, Excel, PowerPoint) and Google applications such as Gmail and Hangouts;
  • Working knowledge of federal, state, and local employment laws, regulations, statutes, and rules;
  • Ability to read and comprehend the English language;
  • Ability to effectively communicate fluently in English both verbally and in writing;
  • Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind;
  • Ability to work in a fast paced, quickly changing environment.
