About the position

The Certified Payroll Administrator at Twining Consulting is responsible for ensuring compliance with labor laws and regulations for federal and state funded construction projects. This role involves reviewing Certified Payroll Reports (CPRs) and related documents, processing payroll, and maintaining accurate records to support labor compliance efforts.

Responsibilities

  • Ensures all required timesheets and supporting reports are received in a timely manner.
  • Evaluates and submits all Certified Payroll to the DIR and partnering contractors.
  • Processes weekly certified payroll and provides reports (electronic and hard copy) as required by the project.
  • Ensures compliance with labor laws and prevailing wage regulations.
  • Maintains internal record of subcontractor documents.
  • Reviews timesheets for accuracy and corrects discrepancies where necessary.
  • Keys weekly timesheets into Deltek Vision.
  • Responds to certified payroll inquiries from employees, management, and government agencies.
  • Responds to annual audits as scheduled.

Requirements

  • A minimum of 2-3 years' experience as a certified payroll specialist, construction administration labor compliance, or similar.
  • Experience in performing audits on certified payroll documents.
  • Understanding of Labor Compliance policies, procedures, and practices.
  • Understanding of the California Labor Code pertaining to Public Works Projects.
  • Ability to work on-site (this is not a remote position).
  • Demonstrated ability to produce high volume data entry with accuracy.
  • Strong verbal and written communication skills.
  • Demonstrated ability to work with employees directly to resolve pay issues.
  • Excellent mathematical skills.
  • Ability to work independently to research, analyze, and complete weekly deliverables by weekly deadline.
  • Experience in working with E-Bacon software is preferred, but training may be provided.
  • Proficiency in PC applications, including Microsoft suite of products, Deltek Vision and Paycor.
  • Candidates must possess a High School Diploma or GED.
