About the position

We are a private Mechanical/HVAC engineering and fabrication firm located near Martinez, CA, specializing in large multifamily, government, and commercial HVAC/Plumbing and Flashing projects across the Bay Area. With over 25 years in business, we are seeking a Certified Payroll & Labor Compliance Specialist to join our team. This role is crucial for ensuring that our payroll processes comply with federal, state, and local regulations, particularly in the context of public works projects. The ideal candidate will possess a strong drive, organizational skills, flexibility, and a positive attitude to thrive in our dynamic work environment. As a Certified Payroll & Labor Compliance Specialist, you will be responsible for processing payroll on a bi-weekly basis for over 150 employees. This includes gathering, reviewing, and inputting employee pay and project hours data for certified payroll. You will maintain all Labor Compliance and Certified Payroll documents throughout the project lifecycle in a timely and efficient manner. A thorough understanding of certified payroll requirements is essential, as you will interact with general contractors to ensure compliance with labor regulations. Your responsibilities will also include reviewing and verifying payroll records, benefit statements, and apprenticeship paperwork to ensure compliance with applicable rules and regulations. Proficiency in using LCP Tracker and the DIR website is required, as you will prepare Fringe Benefit Statements and monitor apprentice to journeyman worker ratios. You will act as a liaison between the controller, project managers, foremen, and superintendents for multiple projects, responding to requests from the DIR and general contractors regarding documentation. Additionally, you will be tasked with investigating complaints of noncompliance, monitoring changes in California payroll laws, and completing special projects as requested. Confidentiality is paramount in this role, and you must be able to complete tasks with little or no supervision.

Responsibilities

  • Process payroll on a bi-weekly basis for 150+ employees.
  • Gather, review, and input employee pay and project hours data for certified payroll.
  • Maintain all Labor Compliance and Certified Payroll documents throughout the project.
  • Understand certified payroll requirements for federal, state, and local regulations.
  • Interact with general contractors to satisfy labor compliance requirements.
  • Review and verify payroll records, benefit statements, and apprenticeship paperwork for compliance.
  • Proficiency with using LCP Tracker and the DIR website required.
  • Prepare Fringe Benefit Statements, DAS 140's, DAS 142's.
  • Monitor apprentice to journeyman worker ratios and send dispatches when needed.
  • Liaison between controller, project managers, foremen, and superintendents for multiple projects.
  • Respond to requests from the DIR and general contractors regarding documentation.
  • Review payrolls to minimize audits, underpayments, fines, and penalties.
  • Investigate complaints of noncompliance with prevailing wage payments and apprenticeship violations.
  • Monitor and stay abreast of California payroll laws and regulations changes.
  • Complete special projects as requested.
  • Compose letters requesting payments and follow up with General Contractors.

Requirements

  • A minimum of 5 years' experience as a Certified Payroll & Labor Compliance Specialist is preferred.
  • Proficient with DIR website, LCP Tracker & Elations is preferred.
  • Extensive understanding of Labor Compliance policies, procedures, and practices.
  • In-depth understanding of the California Labor Code pertaining to Public Works Projects.
  • Experience performing audits on certified payroll documents.
  • Experience calculating fines/penalties regarding audits.
  • Experience analyzing documents using critical thinking.
  • Excellent written and verbal communication skills.
  • Strong working knowledge of computer programs such as Excel, Word, and Outlook.
  • Experience with Miter (time keeping & HR software) and Jonas Premier (accounting software).
  • Bilingual skills (Spanish) are a plus.

Nice-to-haves

  • Experience in Construction Payroll & HR (5 years preferred).
