About the position

The Certified Payroll Specialist at Aston Carter is responsible for ensuring compliance with certified payroll and prevailing wage requirements in accordance with federal, state, and local laws. This role supports the payroll function and involves coordinating with various stakeholders to ensure timely and accurate submission of payroll documentation. The position requires a strong attention to detail and the ability to analyze and recommend best practices for payroll processes.

Responsibilities

  • Ensure compliance with federal, state, and local prevailing wage laws and contractual obligations relating to certified payroll.
  • Review job startup packages for certified payroll and prevailing wage requirements.
  • Coordinate with internal and external personnel to maintain compliance on all company jobs.
  • Calculate prevailing wage rates and fringe benefits in a multi-location environment.
  • Submit compliance documentation to Labor Compliance Programs or similar payroll tracking systems.
  • Perform payroll reporting, filing, maintenance, and data entry of payroll compliance documentation.
  • Analyze current certified payroll policies and recommend best practices for efficiency and accuracy.
  • Assist with research of federal, state, and contract-specific requirements for bid preparations.
  • Manage Department of Labor and client certified payroll audits.
  • Perform audits of subcontractor certified payroll submissions.
  • Support and back-up the payroll function.

Requirements

  • 3+ years of relevant experience in a multi-state, prevailing wage rate and certified payroll environment.
  • Bachelor's Degree preferred, or equivalent experience in lieu of a degree.
  • CPP/FPC certification or equivalent preferred.
  • Thorough knowledge of Federal (Davis Bacon Act) and State prevailing wage laws.
  • Experience in the construction or engineering industry is a plus.
  • Above average skills using MS Excel.
  • Excellent verbal and written communication skills.
  • Reliable attention to detail and commitment to quality of work.

  • Paylocity knowledge is a plus.
  • Willingness to work overtime as needed.
