About the position

The Certified Payroll Specialist at Swinerton Builders is responsible for ensuring compliance with prevailing wage laws and labor requirements across various projects. This role involves monitoring certified payroll, conducting audits, and providing training to stakeholders, while also maintaining relationships with contractors and project teams to ensure adherence to labor regulations.

Responsibilities

  • Monitor certified payroll for internal self-perform projects and external subcontractors.
  • Be responsible for labor compliance company-wide.
  • Review public contracts for labor requirements and work with project teams to ensure proper monitoring and reporting.
  • Perform periodic audits on projects to ensure compliance.
  • Develop risk assessments on Compliance Programs.
  • Stay updated on applicable laws and regulations affecting company policies.
  • Participate in third-party government reviews and audits.
  • Ensure compliance with organizational policies and procedures.
  • Create and maintain relationships with stakeholders and contractors.
  • Conduct labor compliance training for stakeholders and contractors.
  • Review and verify payroll records and related documentation for compliance.
  • Issue requests for missing documentation and correspond with contractors.
  • Work with compliance monitoring software to review and approve payroll documents.
  • Compile information for third-party requests for information.
  • Compose letters requesting payments and follow up with third-party requestors.
  • Perform other related duties as assigned.

Requirements

  • Minimum of three years experience with Public Works Labor Compliance Programs or Project Labor Agreements.
  • Bachelor's degree in business or a related field.
  • Experience with prevailing wage enforcement, analysis, and auditing.
  • Knowledge of employment practices in the construction industry and state labor regulations.
  • Experience implementing procedures and coordinating with departments.
  • Ability to work independently and strategically in a dynamic environment.
  • PC proficiency in word processing and spreadsheet applications.
  • Effective interpersonal skills and professional telephone manner.
  • Proficient written and verbal communication skills.
