About the position

The Certified Procurement Officer (CPO) will be responsible for procuring products and services for the Administrative Office of the Courts (AOC) in Oklahoma. Reporting to the Director of Procurement, the CPO will ensure compliance with state laws and purchasing policies while managing vendor relationships and negotiating contracts. This full-time position requires on-site work from Monday to Friday, with occasional travel expected.

Responsibilities

  • Create requisitions and purchase orders to procure products and services as needed.
  • Maintain and utilize a state purchase card for appropriate purchases.
  • Edit p-card transactions using the state's Online Purchase Card Portal.
  • Communicate with suppliers to resolve delivery, quality, price, or conditions of sale issues.
  • Work with the legal department to ensure contracts meet state law and purchasing policy requirements.
  • Negotiate and complete contracts with vendors for optimal terms, cost, and delivery times.
  • Maintain knowledge of statewide contracts to meet organizational needs.
  • Anticipate needs of internal customers by staying informed on trends, prices, and delivery conditions.
  • Collaborate with finance and customers to maximize efficiency.
  • Assist in developing and implementing purchasing policies and procedures.
  • Attend training to maintain CPO Certificate.
  • Perform other related duties as assigned.

Requirements

  • At least five (5) years of buying or purchasing experience required.
  • Bachelor's degree in business or related field preferred, with coursework in purchasing and/or inventory control management.
  • Proficient with Microsoft Office Suite.
  • Experience with Peoplesoft Financials preferred.
  • Strong analytical and problem-solving skills.
  • Excellent organizational skills and attention to detail.
  • Excellent interpersonal and customer service skills.
  • Proven negotiation skills.
  • Excellent time management skills with a proven ability to meet deadlines.
