About the position

Heart City Health is seeking a dedicated, intelligent, and focused Chief Financial Officer (CFO) to lead and oversee the financial operations of the organization, including the billing and collection functions. This key position will report directly to the Chief Executive Officer and will be an integral part of the Executive team, playing a crucial role in decision-making for the Federally Qualified Health Center (FQHC). The CFO will be responsible for all financial accounting and reporting, procedures, and internal controls of the finance department. The CFO will supervise all aspects of Accounts Receivable, Accounts Payable, Purchasing, Payroll processing, and other General Accounting functions within the Finance Department. This includes the preparation of standard journal entries and adjusting entries for monthly and year-end closings, along with supporting schedules. The CFO will also prepare computerized financial statements on a monthly basis, conduct monthly analyses of all balance sheet accounts, and prepare monthly contract/grant vouchers with supporting documentation. A complete filing system for all related accounting records and reports will be maintained under the CFO's supervision. In addition to financial oversight, the CFO will be responsible for the recruitment, supervision, training, and evaluation of the Finance Department staff, which includes the billing and patient financial services departments. The CFO will manage the center's relationship with federal and state tax authorities and assist with government regulators, such as the Indiana State Department of Health (ISDH). As a key member of the management team, the CFO will participate in management decisions, provide insights into health center operations, and develop, recommend, and implement accounting and operational policies that ensure organized, efficient, and compliant management systems. The CFO will also oversee the fiscal management of all city, state, and federal grants, supervise the preparation of all regulatory reports (including UDS, Medicare, Medicaid, IRS Form 990, and state tax returns), and attend finance committee meetings of the health center's Board of Directors to present the current fiscal situation. Additionally, the CFO will prepare the annual organization budget and individual grant budgets, ensuring financial stability and compliance with all regulations.

Responsibilities

  • Lead and oversee the financial operations of the organization, including billing and collection functions.
  • Supervise all financial accounting and reporting, procedures, and internal controls of the finance department.
  • Manage Accounts Receivable, Accounts Payable, Purchasing, Payroll processing, and other General Accounting functions.

  • Prepare computerized financial statements on a monthly basis, including trial balance and monthly analysis of all balance sheet accounts.
  • Prepare monthly contract/grant vouchers with supporting documentation and maintain a complete filing system for all accounting records.
  • Recruit, supervise, train, and evaluate Finance Department staff, including billing and patient financial services departments.
  • Manage the center's relationship with federal and state tax authorities and assist with government regulators.
  • Participate in management decisions and provide insights into health center operations.
  • Develop, recommend, and implement accounting and operational policies and procedures.

Requirements

  • Undergraduate degree (B.S.) in accounting or finance from an accredited college or university required.
  • MBA or CPA preferred.
  • 5 years of healthcare accounting experience, including third-party reimbursement.
  • 3 years in an accounting leadership role required.
  • Experience working in a Federally Qualified Health Center (FQHC) preferred.
  • 3-5 years of grant accounting and federal/state reporting required.
  • Experience with automated accounting and billing systems required.
  • Excellent communication skills, both written and oral.
  • Expert knowledge of accounting principles and accounting software.
  • Ability to multi-task and manage time effectively.
  • Cultural diversity awareness and skills.
