About the position

The Chief Administrative Law Judge, in the title Hearing Officer 3 Human Rights, will provide leadership, direction and supervision to a team of Hearing Officers responsible for conducting formal public hearings in cases of discrimination and discriminatory practices in employment, housing, public accommodations or other conditions defined in the Human Rights Law where the agency has found probable cause for complaint and where the respondent fails to conciliate or the complainant objects to the terms of reconciliation. The Chief Administrative Law Judge will be responsible for ensuring fair and impartial hearings and decisions in compliance with applicable laws regulations, and policies.

Responsibilities

• Reviews recommended orders prior to issuance for compliance with guidelines; and determines adjournment requests for hearings and pre-hearing settlement conferences.
• Planning and directing the training of subordinate staff.
• Participate in conferences and seminars related to human rights matters.
• Develop and implement policies, procedures, and best practices for the Hearing Unit.
• Fields inquiries and resolves complaints from appellants, representatives, elected officials, local districts or other governmental agencies concerning the hearing process.
• Informs staff of changes in statutes, regulations, policies, and court decisions that affect the hearing program.
• Supervise and provide guidance to Hearing Officers to ensure high-quality, consistent, and timely decisions.
• Manage complex or high-profile cases, as needed.
• Prepare reports and analyze data related to the Hearing Unit's performance and case outcomes.
• Ensure adherence to legal standards and ethical guidelines in all hearings and decisions.

Requirements

• Admitted to the New York State Bar.
• Six years of subsequent full-time legal experience engaged in the promotion or protection of human or civil rights under the Human Rights Law of the State of New York, or related federal, state or local anti-discrimination laws.
• Experience involved in the conduct of trials or adversary proceedings, judicial or quasi-judicial, before a court of record or government agency.
• At least two years of experience in a management/supervisory capacity.
