About the position

The Utah Department of Transportation (UDOT) is seeking a Chief Administrative Office Coordinator (Agency Information Security Officer I) who will play a crucial role in coordinating agency efforts related to records request denials, information access appeals, risk assessments, business plan development, training compliance, and performance evaluations directed by the Chief Administrative Officer (CAO). This position is essential for ensuring that UDOT adheres to the Government Records Access and Management Act (GRAMA) and for safeguarding sensitive information within the agency. The Chief Administrative Office Coordinator will provide support for strategic initiative updates, monitor the implementation of division business plans, and ensure compliance with state and federal regulations regarding information security and administrative compliance. In this role, the individual will be responsible for a variety of tasks that include ensuring clear communication and efficient handling of GRAMA appeals, monitoring compliance with GRAMA, coordinating reviews of fee waivers or denials of records requests, and preparing appeal-related briefings for the CAO. The coordinator will also be tasked with scheduling legal counsel hearings and appeals, tracking appeal-related milestones, summarizing outcomes of appeal processes, and developing visual analytics on performance and risk items. Additionally, the position involves preparing business plan operations analysis and reports, evaluating risk assessments, and supporting business plan development for the Technology and Innovation Divisions. The ideal candidate will possess strong technical understanding of information security, experience in compliance with state and federal standards, and the ability to maintain confidentiality in all matters related to information requests and agency reviews. Responsibilities

  • Provide support to strategic initiative updates and monitor the implementation of division business plans.
  • Ensure compliance with Utah's Government Records Access and Management Act (GRAMA).
  • Handle GRAMA appeals efficiently and clearly communicate related processes.
  • Monitor compliance with GRAMA appeals and coordinate CAO review of fee waivers or denial of records requests.
  • Develop, standardize, and prepare appeal-related briefings for CAO's review.
  • Coordinate legal counsel hearings and appeals as needed regarding GRAMA.
  • Coordinate calendars and schedule appointments relating to appeals activities.
  • Monitor and track appeal-related touchpoints and milestone activities.
  • Summarize, log, and track end-point outcomes of appeal processes.
  • Schedule reviews in appeals process protocols.
  • Develop visual analytics on performance and risk items.
  • Assist in tracking compliance with agency policies and Utah State Code.
  • Prepare business plan operations analysis and reports.
  • Evaluate risk assessments and make recommendations for training or improvements.
  • Coordinate performance initiatives review and evaluations.
  • Support business plan development for Technology and Innovation Divisions.
  • Measure and track division improvements and accomplishments.

Requirements

  • Experience related to information security and administrative compliance.
  • Prior work history ensuring compliance with state, federal, and agency standards regarding policies and guidelines.
  • Demonstrated abilities to maintain confidentiality in all matters pertaining to information requests, data reviews, GRAMA appeals, and agency reviews actions.
  • Strong technical understanding of information and the ability to review and write technical documents.
  • Experience identifying inappropriate activities, data requests, or records access.
  • Experience in development of business plans, updating strategic documents, and analyzing divisional performance metrics.
