The Chief Administrative Officer of Operations and Development is a pivotal role within Cook County Health (CCH), responsible for ensuring the effective integration of health system operations and development. This position is tasked with setting high standards for the delivery of quality care and operational excellence across the organization. The Chief Administrative Officer will oversee both clinical and non-clinical services, ensuring that they support the delivery of high-quality clinical services. This role requires a collaborative approach, working closely with clinical leaders and administrative staff to develop patient-centered care models that enhance efficiency across multiple care settings within CCH. In addition to operational oversight, the Chief Administrative Officer will engage in collective bargaining processes, reviewing applicable agreements and consulting with Labor Relations to formulate management proposals. This includes participating in negotiations and ensuring compliance with collective bargaining agreements through effective documentation and disciplinary actions when necessary. The role also involves contributing to the management of CCH staff, developing policies and procedures, and utilizing independent judgment to address staffing issues, including hiring, promotions, and disciplinary actions. The Chief Administrative Officer will provide operational leadership across various departments, participating in the development and execution of strategic plans and budget targets. This includes collaborating with the Executive Leadership Team to implement key strategies and operational goals, maximizing the utilization of shared services, and enhancing service lines through growth and optimization. The role also encompasses ensuring compliance with regulatory requirements and maintaining a culture of excellence, quality, and service within the organization.
