About the position

The Chief Administrative Officer of Operations and Development is a pivotal role within Cook County Health (CCH), responsible for ensuring the effective integration of health system operations and development. This position is tasked with setting high standards for the delivery of quality care and operational excellence across the organization. The Chief Administrative Officer will oversee both clinical and non-clinical services, ensuring that they support the delivery of high-quality clinical services. This role requires a collaborative approach, working closely with clinical leaders and administrative staff to develop patient-centered care models that enhance efficiency across multiple care settings within CCH. In addition to operational oversight, the Chief Administrative Officer will engage in collective bargaining processes, reviewing applicable agreements and consulting with Labor Relations to formulate management proposals. This includes participating in negotiations and ensuring compliance with collective bargaining agreements through effective documentation and disciplinary actions when necessary. The role also involves contributing to the management of CCH staff, developing policies and procedures, and utilizing independent judgment to address staffing issues, including hiring, promotions, and disciplinary actions. The Chief Administrative Officer will provide operational leadership across various departments, participating in the development and execution of strategic plans and budget targets. This includes collaborating with the Executive Leadership Team to implement key strategies and operational goals, maximizing the utilization of shared services, and enhancing service lines through growth and optimization. The role also encompasses ensuring compliance with regulatory requirements and maintaining a culture of excellence, quality, and service within the organization. The Chief Administrative Officer will also be responsible for fostering a diverse and inclusive workplace, supporting educational and professional development opportunities, and contributing to the overall success of Cook County Health.

Responsibilities

  • Provide operational leadership of clinical and non-clinical departments.
  • Participate in developing and executing strategic plans and budget targets into operating plans.
  • Collaborate with the Executive Leadership Team to develop and implement key strategies through established annual operational goals, priorities, and measures.
  • Utilize a collaborative process to ensure effectiveness of services by addressing barriers and resolving issues.
  • Partner with Department Chairs and administrative leads to enhance service lines through growth, optimization, and operational effectiveness.
  • Develop and foster effective collaboration to ensure an integrated approach to providing services, fulfilling clinical, research, and educational goals.
  • Provide necessary administrative and operational interfaces between all Cook County Health entities and partnerships.
  • Provide operational leadership to help reduce costs, increase revenue, enhance clinical outcomes, improve efficiencies, and achieve high patient satisfaction.
  • Work with department directors to develop workflows for safe and clinically effective patient care delivery.
  • Serve as lead executive for quality plant operation services and facilities development.
  • Direct the management of plant operations, grounds, and security.
  • Participate in succession planning and support educational and professional development opportunities.
  • Commit to a culture of diversity and inclusion.
  • Provide leadership to staff, establishing teamwork toward system goals.
  • Oversee implementation and adherence to regulatory, infection prevention, and life safety requirements.
  • Ensure timely submission of month-end financial and operational reviews.
  • Achieve budgeted volume and financial objectives.
  • Participate in board, employee, and medical staff meetings as required.
  • Serve as an executive representative to external organizations and promote positive community relations.
  • Reinforce a culture of excellence, quality, and service to achieve high levels of patient and caregiver engagement.
  • Contribute to the institution's knowledge of the latest trends, practices, and technology.
  • Establish a learning environment conducive to educational and research experiences.

Requirements

  • Master's degree in Business Administration (MBA), Master's in Healthcare Administration (MHA) or related Master's degree from an accredited college or university.
  • Ten (10) years of progressively responsible healthcare leadership experience including operational and administrative oversight over multiple departments.
  • Five (5) years of financial/budget management experience.
  • Experience within a public and/or academic healthcare setting leading strategic initiatives in areas such as strategic planning, operations, financial management, delivery model transformation, or managed care.
  • Must be trained and certified in NIMS FEMA IS-100, 200 and 700 management within six (6) months of employment.
