About the position

The Chief Administrative Officer (CAO) for Water & Sewer is a high-level leadership role responsible for managing all aspects of the municipal water and sewage utility operations in Manchester. This position involves strategic planning, community relations, environmental compliance, and overseeing the department's operations, finance, and personnel. The CAO will work under the direction of the Town Manager to ensure the effective delivery of water and sewer services while fostering community partnerships and supporting staff development.

Responsibilities

  • Direct the implementation of operations and programs of the Manchester Water & Sewer Department.
  • Provide strategic planning and evaluate programs, projects, processes, and services.
  • Develop short- and long-term goals, objectives, and strategic plans.
  • Oversee and negotiate contracts and present updates on organizational activities.
  • Provide leadership and management, including planning and evaluating effectiveness.
  • Select, assign, and evaluate the work of subordinates.
  • Develop and oversee the Department's operating and capital budget.
  • Seek external funding and administer grants.
  • Analyze managerial structure and recommend changes affecting operations.
  • Continuously analyze operational state to ensure premier utility status.
  • Draft specifications for technical studies and assist in consultant selection.
  • Evaluate physical and financial needs and make improvement recommendations.
  • Interface with regulatory agencies regarding system operations.
  • Implement water treatment upgrades, including PFAS treatment.
  • Provide legislative review and advocacy on relevant issues affecting the Utility.
  • Collaborate with finance and budget directors to analyze water rates and prepare for audits.
  • Ensure compliance with environmental regulations and internal policies.

Requirements

  • Bachelor's degree in civil engineering, environmental planning/engineering, business administration, public administration, or related field.
  • Seven (7) years of experience in water/wastewater utility organization or closely related operation.
  • Four (4) years of experience in a supervisory capacity.
  • Senior level management experience preferred.
  • Possession of Class IV Water Treatment Plant Operator's, Class III Water Distribution System Operator's, and Class IV Wastewater Treatment Plant Operator's licenses preferred.

Nice-to-haves

  • Master's degree preferred.
