About the position

The Chief Administrative Officer (CAO) plays a crucial role in supporting the primary functions and objectives of the Authority under the direction of the Executive Director. This position involves planning, supervising, coordinating, and directing various administrative services, including NHA Development, Strategic Planning, Agency Policy Maintenance, Public Relations, and Program Compliance. The CAO is responsible for ensuring the effective implementation of the Authority's strategic plan and maintaining compliance with applicable regulations.

Responsibilities

  • Lead the activities of the Strategic Planning & completion processes to ensure implementation of the strategic plan.
  • Coordinate with Authority Chiefs for compliance and performance monitoring of programs, compiling performance reports for the Executive Director.
  • Supervise operations of the business and supportive units, developing suitable work programs and procedures.
  • Assign tasks and provide necessary equipment and materials to staff.
  • Oversee various NHA policies and ensure effective communication with stakeholders.
  • Coordinate responses to public information requests to ensure effective communication practices.
  • Appraise the adequacy and efficiency of operating systems and recommend improvements.
  • Prepare reports with findings, conclusions, and recommendations.
  • Work closely with the Executive Director and Deputy Executive Director on development projects and property portfolio assessments.
  • Maintain compliance with Federal, State, and Local regulations.
  • Supervise consultants and service providers to implement plans and objectives.
  • Promote good relationships with neighborhood groups and agencies.

Requirements

  • Master's degree in business administration, public administration, project management, compliance, or related field.
  • Seven years of progressive senior-level experience at a Public Housing Authority or related entity.
  • Strong language skills to read, analyze, and interpret business and governmental regulations.
  • Ability to write speeches and articles for publication and effectively present information.

Nice-to-haves

  • Experience in Public Housing Authority and/or compliance.
  • Ability to define problems, collect data, and draw valid conclusions.
