About the position

The Chief Administrative Officer (CAO) position within the Operational Services Division (OSD) is a pivotal role that contributes significantly to the agency's operations and strategic growth. Reporting directly to the Assistant Secretary for Operational Services, the CAO is a key member of the leadership team, providing a comprehensive overview of the agency's functions and fostering collaboration across various business units. This position is essential for ensuring that the policies of OSD and the Commonwealth are effectively implemented through critical collaboration with both internal and external resources. The CAO is responsible for managing the day-to-day operations of the OSD, which includes overseeing human resources functions, financial management, budget development, and agency procurement activities. The incumbent will also ensure strong internal controls and contingency planning are in place to support the agency's success. With a focus on maintaining confidentiality and professionalism, the CAO will lead a strong financial team in overseeing annual budget development, revenue collection, and financial activities to align with agency priorities. In addition to operational responsibilities, the CAO will coordinate with stakeholders on information technology applications and ensure that the agency's technology resources meet staff needs. The ideal candidate will possess proven people and problem-solving skills, creativity, attention to detail, and the ability to manage multiple competing priorities. Excellent communication and interpersonal skills are essential for success in this role, along with familiarity with state finance, human resources, and agency operations. The CAO will be expected to manage projects and all administrative activities on behalf of the agency and its employees, making this a critical leadership position within OSD.

Responsibilities

  • Manage day-to-day operations of the Operational Services Division.
  • Contribute to the strategic growth of the agency through policy development and financial management.
  • Oversee annual budget development, revenue collection, and financial activities.
  • Ensure compliance with human resources policies and manage all facets of human resource functions.
  • Coordinate with stakeholders on information technology applications and oversee agency technology resources.
  • Provide critical collaboration between internal and external resources to effectuate agency policies.
  • Develop strategic organizational and business plans.

Requirements

  • At least six (6) years of full-time or equivalent part-time professional experience in business administration, public administration, or related fields.
  • At least two (2) years of experience in a supervisory or managerial capacity.
  • Experience managing human resources, budgeting/finance, administration, and technology management responsibilities.
  • Ability to maintain confidentiality of sensitive information with professionalism.
