About The Position

The Chief of Capitol Police is responsible for planning, developing, directing, supervising, and administering the operations of the Capitol Police Force. This role ensures the policing and protection of the State Capitol, its annexes, and adjacent state properties against various hazards. The Chief will oversee law enforcement activities, manage staff, and coordinate with local, state, and federal agencies to maintain security and order.

Requirements

  • Bachelor's Degree in Law Enforcement or Criminal Justice from a recognized college.
  • Considerable employment experience at the rank of Capitol Police Officer-Sergeant or equivalent in an organized law enforcement agency.
  • Completion of the Rhode Island Municipal Police Training Academy or a comparable program.
  • Physical qualification to perform assigned duties as evidenced by a physician's certificate.
  • Must be a constable with power of arrest within the jurisdiction of employment.
  • Successful completion of a full background criminal investigation (BCI).
  • Evaluation and testing by a certified psychologist with a satisfactory rating.
  • Meet the State of Rhode Island qualification requirements to carry weapons.

Responsibilities

  • Plan, develop, direct, supervise, and administer the operation of the Capitol Police Force.
  • Direct law enforcement activities during heightened alert levels under Homeland Security procedures.
  • Prepare work schedules and duty assignments for 24-hour security coverage.
  • Promulgate and administer directives and standard operating procedures for police functions.
  • Supervise confidential and criminal investigations of state law violations.
  • Review and evaluate staff performance and take corrective action as necessary.
  • Review security systems and recommend changes as needed.
  • Coordinate with local, state, and federal law enforcement agencies.
  • Preserve peace and order, making arrests when necessary.
  • Maintain proficiency in the use of firearms and carry them as required.
  • Develop and coordinate staff training programs.
  • Plan long-range staffing and equipment needs.
  • Recommend purchases of police equipment and maintain records.
  • Compile and maintain accurate records and reports.
  • Monitor the communication system.
