About the position

The Chief Compliance Officer (Administrative Program Manager IV) at the Maryland Department of General Services (DGS) is responsible for overseeing and advancing the compliance framework within the department. This role involves conducting internal investigations, managing the ethics program, and ensuring adherence to various state and federal regulations. The Chief Compliance Officer serves as a liaison with federal agencies and key stakeholders, ensuring compliance with laws such as the False Claims Act and State Procurement guidelines. This position plays a crucial role in safeguarding organizational integrity and promoting accountability across all operational facets within the department.

Responsibilities

  • Oversee and advance the compliance framework through training initiatives.
  • Conduct thorough internal investigations into possible misconduct.
  • Orchestrate the Department's ethics program and ensure adherence to the DGS Code of Conduct.
  • Coordinate the Department's Ethics Program and make referrals per the Governor's Executive Orders.
  • Interface with federal agencies to ensure compliance with mandated regulations.
  • Act as the Office of Internal Controls, Audit Compliance & Information Security (IAC/S).
  • Coordinate activities with the Office of Legislative Audits regarding the Department's audit process.
  • Develop robust policies and procedures outlining the operational framework of the compliance and audits office.
  • Ensure divisions with audit findings make necessary corrections.

Requirements

  • Bachelor's degree in Law, Business Administration, Public Policy, or a related field; Master's degree or J.D. preferred.
  • 6-8 years of experience in compliance, risk management, auditing roles, or regulatory affairs, with at least 3-5 years in a senior role.
  • In-depth knowledge of relevant laws, regulations, and industry standards.
  • Strong experience in identifying, assessing, and managing compliance risks.
  • Experience conducting compliance audits and internal investigations.
  • Ability to develop training programs to educate employees on compliance responsibilities.
  • Excellent verbal and written communication skills.
  • Strong ethical leadership and decision-making abilities.
  • Professional certifications such as CCEP, CRCM, CFE, or CIA.

Nice-to-haves

  • Familiarity with Maryland regulations, laws, and executive orders pertaining to compliance.
  • Experience in drafting, revising, and enforcing policies and procedures related to compliance.
