About the position

The Chief Data and Privacy Officer (CDPO) is a senior management role responsible for overseeing the ethical and responsible use of AI and Cloud technologies within the Department of Ecology. This position involves developing and enforcing policies that prioritize data privacy, security, and compliance with regulations. The CDPO will lead a new section focused on data management, ensuring adherence to laws and implementing best practices for data governance while fostering a culture of transparency and accountability across the organization.

Responsibilities

  • Provide leadership and strategic direction in creating a data-centric organization, including resource guidelines, policies, and procedures.
  • Mentor and develop the Enterprise Structured Data Section team members.
  • Lead the organizational change management process to foster a data-driven culture, related competencies, and data literacy across the enterprise.
  • Develop data strategy in collaboration with business and IT interested parties that aligns with agency strategy and business outcomes.
  • Organize and lead the Enterprise Data and Analytics Governance Council to provide executive sponsorship for and oversight of data governance policy creation and compliance.
  • Manage the implementation of the policies and directives decided upon by the Enterprise Data and Analytics Governance Council; ensure an inclusive approach to data decisions with internal and external interested parties.
  • Partner with the Office of Privacy and Data Protection (OPDP) for the State of Washington to develop best practices for data protection and security.
  • Manage the biennial report to the Governor and Legislature related to the implementation of ESB 5439 (2019), including developing a personal information minimization policy, inventorying all personal information collected, and mapping its physical or digital location.

Requirements

  • A total of nine years of combined experience and/or education in information technology and data management, or closely allied field.
  • Professional management experience in information technology and data management.
  • Education in information technology, data architecture, database design, data analytics, software application development, business management or public policy/environmental science.

Nice-to-haves

  • A master's degree with focus on data management, management information systems, data science, business analysis, or natural sciences field and seven years of data management experience.
  • Professional experience in environmental and/or science-based business areas and data.
  • Professional experience building data management best-practice guidance, data governance frameworks, and defining organization-wide data and privacy strategy.
  • Experience with Geographic Information Systems (GIS).
